Counter-terrorism detention is a measure to prevent criminal suspects of terrorism from committing crimes or preventing their escape through preventive detention while countering terrorism.All countries have established a detention system and made some special provisions on counter-terrorism detention in accordance with national conditions.However,because of the different levels of terrorist threats faced,states have different ways of adjusting the norms of counter-terrorism detention.Some countries have made large amendments to the detention measures used in the fight against terrorism and have actually begun to apply them.These state practices,to some extent,run counter to the norms of international law relating to detention and challenge the principles of detention that have been established.It is therefore necessary to analyze the challenges to international law of existing practice of counter-terrorism detention on the basis of a clear norm of international law detention and to make corresponding recommendations.This paper is divided into an introduction,five chapters and conclusions.The first chapter introduces the international law basis of counter-terrorism detention.Chapter two,three and four analyze the challenges of counter-terrorism detention to international law.By comparing the norms of international law with the norms of the domestic law of different countries and the norms of international law and the comparison of domestic cases and judgments,this paper analyzes the violation of current international law by counter-terrorism detention.In the last chapter,the corresponding suggestions are given for the different problems in the previous three chapters.The last part is the conclusion,which summarizes the research on the international Law of counter-terrorism detention in this paper.The purpose of this paper is to discuss the challenge of counter-terrorism detention to the norms of international law detention,to explore ways to balance national security interests and individual citizens ' freedoms by summarizing the detention norms of international humanitarian law and human rights law and to compare the provisions and practices of States ' counter-terrorism detention,so as to make counter-terrorism detention play the role avoid the damage to civil panic and personal freedom brought about by arbitrary detention.
