Research On The Technical Path Of Social Governance

In the report of the 19th National Congress,Xi jinping,the general secretary of the CPC Central Committee,stressed the need to"strengthen and innovate social governance"and expounded the contemporary significance of"strengthening and innovating social governance".The purpose is to improve people's living standards and protect the country's long-term peace and stability.At present,in the process of social governance in China,there are some problems such as unsound governance system,single and old governance methods.In order to solve these problems,we must strive to build a new pattern of social governance with institutional innovation and technological innovation as the core of the"two-wheel drive".This paper mainly focuses on the concept of technocracy and makes a series of thoughts and clarifications.It reveals the connotation and significance of technology path from a new perspective and method.The paper is divided into three parts:The first part(chapter two):it mainly analyze the background and significance of technical path.Firstly,it introduces the traditional path of social governance and its limitations from three dimensions.In the past,it mainly focused on the choice of"legal path","institutional path"and"moral path",but paid little attention to the role of technology in social governance.Secondly,the technical path of social governance is compared with the traditional path,and the characteristics and advantages of the technical path are introduced.Taking the face recognition ticket checking system,the supermarket self-checkout machine and the railway station security check equipment as examples,this paper positively expounds that although the"technical path"is different from the"legal path"and"moral path",its effect is the same.The second part(chapter three,four and five):in terms of practical solutions for the technical path of social governance,many feasible technical ideas have been proposed by the current academic community,such as big data,Internet of things,artificial intelligence(AI),blockchain,biotechnology,virtual reality(VR),etc.These technologies have their own characteristics as well as certain interconnectedness.This part focuses on the representative big data technology,block chain technology and artificial intelligence technology for analysis.Firstly,it introduces the characteristics of big data and the social problems that big data technology can solve:big data and public policy evaluation,big data and macroeconomic prediction,big data and economic and social supervision.Secondly,it introduces the characteristics of blockchain and the social problems that blockchain technology can solve:blockchain and personal trust building,blockchain and personal privacy protection,blockchain and personal freedom extension.Finally,it introduces the characteristics of artificial intelligence and the social problems that artificial intelligence technology can solve:artificial intelligence and social supervision mechanism,artificial intelligence and social public service,artificial intelligence and social administrative justice.The third part(chapter six):it mainly reflects on the limitations of the technical path and proposes corresponding countermeasures.Everything has two sides and the technical path itself has its own limitations that cannot be overcome.If we only rely on technology to govern the society,it is just like we are still following the closed and rigid old road,and its governance means are still too single.The fundamental way to solve social problems is to improve and perfect the institutional system,combine the technical path with the traditional path,and supplement the system as the main technology to achieve the optimal governance effect and fully realize the goal of social governance.
