Research On The Action Strategy Of The Cadre In The Village To Help The Cadre Under The Perspective Of Embedded Governance

We are two years away from completing the task of lifting people out of poverty by 2020.The task of lifting people out of poverty in these two years is still arduous.In order to tackle this challenge,general secretary xi jinping has stressed the need to combine poverty alleviation with fostering the will and wisdom of the people.So in the village to help cadres in "inspire ambition and intelligence" under the goal,the village to help cadres will face what difficulties,and how to solve it? How do they interact with village cadres,villagers and poor households,and what action strategies will they adopt in this process? Will these strategies have an impact on village governance?Therefore,on the basis of combing domestic and foreign literatures,this paper obtained data through the interview method,and used the embedding theory and governance theory to analyze the following conclusions: first,the cadres stationed in the village are faced with the legal dilemma that the unit leaders do not support,the team members do not trust each other,and the villagers are unwilling to accept.Second,the cadres in villages are also faced with the resource dilemma caused by limited capital investment,weak foundation of villagers' self-governance organizations,insufficient development capacity of villages and lack of communication and coordination between departments.Thirdly,the resident cadres solve the difficult problems of legitimacy by obtaining leadership support,narrowing the distance between team members and establishing affection with villagers.The resource dilemma can be solved by integrating internal resources,introducing external resources and operating information resources.Fourthly,the action strategy of the cadres stationed in villages has a negative impact on village governance.For example,it has promoted the idea of "relying on others" among the poor masses.As poverty alleviation fails to meet the expectations of all villagers,the tension between cadres and masses is intensified,and the insertion of external forces to some extent inhibiting the growth of internal governance forces.As a result,the problem of "failure of autonomy" cannot be fundamentally solved,and only "term-serving" cadres in villages can be relied on.To solve these problems,the most fundamental is to help the village cadres to help the village to cultivate a team.
