Research On Security Cooperation Since The Normalization Of US-Vietnam Relations (1995-2018)

After the Cold War,the international pattern changed.The influence of the United States on Europe has gradually diminished.The rapid development of the economy in the Asia-Pacific region,especially the rise of China,has made it necessary for US policy makers to adjust their foreign policies in a timely manner.Therefore,the strategic focus of the United States has shifted eastward.Among the Southeast Asian countries,Vietnam's important geopolitical position has attracted the United States.Therefore,after the normalization of the US-Vietnam relationship,the security cooperation between the two countries has also developed.In August 1995,Hong He,the Minister of Foreign Relations of the Central Committee of the Communist Party of Vietnam,visited the United States.This is the first time that the United States and Vietnam have exchanged views on the issue of defense.In 2000,Secretary of Defense Powell of the Clinton administration visited Vietnam to discuss the specific content of security cooperation with Vietnam.The security cooperation between the two countries officially opened.Today,the security cooperation between the two countries has gone through the period of Clinton,George W.Bush and Obama,and has entered the period of Trump administration.During the Cold War,they were still in different camps.There were also two decades of Vietnam War.After the normalization of relations,a series of developments,especially in the security cooperation,made the development between the two countries.The relationship is heating up.Therefore,the main analysis contents of this thesis include:(1)Although the content of security cooperation between the United States and Vietnam has its own focus from Clinton to Trump administration,it can still be concluded that the US-Vietnam relationship is normalized after the development of security cooperation.Main contents: solving the problems left over from the Vietnam War,strengthening maritime security cooperation,increasing US arms and humanitarian assistance to Vietnam,deepening cooperation in the field of peacekeeping,cracking down on drug trafficking and terrorist organizations,and expanding cooperation in nuclear energy;(2)By checking the literature and finding information,the security cooperation between the United States and other countries is different from that between the United States and Vietnam.The security cooperation between the United States and Vietnam has its own characteristics,and its development not only has "marathon" and "progressive" The characteristics of the "style",and deeply influenced by geopolitics,have a strong pragmatic color;(3)From the perspective of the United States and Vietnam,and the international environment,summed up and concluded that the United States and Vietnam are safe and cooperative.Influencing factors: restrictive factors and facilitating factors;(4)Analysis of the impact of US-Vietnam security cooperation on the security situation in Vietnam,the United States,and Southeast Asia,and China's response;(5)Reasonable predictions on the development prospects of the US-Vietnam security cooperation.Since the normalization of the US-Vietnam relationship,the relations between the two countries have been progressing steadily.However,due to historical factors and political structure,the development of security cooperation between the two countries is slow.Nevertheless,for China,in order to create a peaceful and stable development environment,China must pay close attention to the development of security cooperation between the United States and Vietnam.
