Research On The Promotion Mechanism And Strategy Of Local Government's Good Faith Construction

Good faith is the foundation of the existence and development of human society,and also the guarantee of the normal launch of social activities.Government's good faith is the most important one among many kinds of good faith of various subjects.It is not only a direct indicator of a region's good faith,but also a locomotive to drive other subjects' good faith.At present,China's society is undergoing profound transformation,conflicts of interest in various fields are increasing,and dishonest behavior is frequently happening.Meanwhile,the lack of good faith of some local governments is widely questioned.In order to better carry out functions of the government and smoothly solve social contradictions,it is urgent for the government to do a good job of self-construction which starts from construction of good faith.This paper extensively studies and draws lessons from the research results about government's good faith of scholars at home and abroad in many periods.On this basis,it tries to summarize the connotation of good faith,government's good faith,and construction of government's good faith,then puts forward many kinds of mechanisms to advance government's good faith construction,such as ethical shape,propaganda and advocacy,administrative promotion,supervision strengthen,and institutional guarantee.This paper carding the relevant theories of government's good faith,such as Social Contract Theory,Principal-Agent Theory and New Public Service Theory,and carries out analysis of theory of government's good faith construction,and points out the value of government's good faith construction in economic,political,cultural and social aspects.Subsequently,this paper chooses examples of local government work as the research object,and summarizes the achievements and experiences of local government's good faith construction from the implementation of the construction concepts of legal government,transparent government,responsible government and service government.At the same time,it points out the common faults in the construction of local government's good faith,such as digital fraud,vanity projects,ignorance of public opinion,conflict of interests,inaction,and disorderly conduct and so on.Based on the above,it points out these government's dishonest behavior has a negative impact on the construction of a modern national governance system,the improvement of the quality of economic development,the shaping of advanced culture and the creation of a harmonious society.Through the analysis of the problems,it is concluded that the root cause of the deficiency of government honesty lies in the absence of many factors,such as morality and ethics,propaganda and education,administrative measures,supervision and restriction,system construction and so on.Based on this,the paper puts forward the countermeasures and suggestions for the construction of local government's good faith.Through the construction of ethical mould mechanism to establish the values of honesty and modern government concept;through propaganda and advocacy mechanism construction to promote the concept of government's good faith and cultivate citizen consciousness;through the construction of administrative promotion mechanism to assess the government's good faith and increase the strength of information disclosure;through strengthening supervision mechanism construction to effectively activate internal supervision,and continuously expand external supervision;through institutional guarantee mechanism construction to improve the internal system support,and ensure the participation of social forces.Through the promotion of the above-mentioned mechanism construction,the effect of the government's good faith construction can be improved.
