Research On Rural Public Goods Supply From The Perspective Of Government Financial Relationship

For a long time,the supply of public goods in urban and rural areas is not equal.The public goods in rural areas is seriously inadequate compare to the urban areas.There are many reasons,one is our country’s urban-biased policy-"concentrate one’s efforts only on industry to the neglect of agriculture”and " pay more attention city to rural city",another reason is governmental finances.Since 1994,our nation has been reformed on fiscal decentralization,governmental powers of office and financial power is not equal,the use of transfer payment of funds is not clear which have a serious impact on the equalization of public goods supplying in urban and rural.The insufficient supply of public goods in rural areas is not conducive to coordinated urban and rural development,is also not conducive to the realization of agricultural modernization and rural revitalization.The province of Zhejiang as one of the developed areas along the east coast of China,although its fiscal funds are relatively abundant,it has obvious difference in public goods during the rural and urban areas.The rural area is far behind the urban area in basic education,medical care,social security and infrastructure.In order to achieve equalization of supply of public goods in urban and rural areas,the province of Zhejiang not only should adjust the urban-biased policy,but also should adjust the relation of finance,reform the system of fiscal decentralization,the responsibilities of fiscal powers of office and fiscal expenditure should be divided clearly,to promote financial coordination in governments,to promote equalization of public goods in urban and rural areas.This paper draws on the research results of relevant fields,the financial policies of 62 county-level districts in Zhejiang province and the supply of public goods in urban and rural areas were studied.It has analyzed the influence mechanism of intergovernmental financial relations on the supply of public goods in rural areas from fiscal decentralization,transfer payment reformation of rural taxation system and so on.On the basis of the above theoretical analysis,combine with the present supply of public goods in urban and rural areas of Zhejiang province,the restrictive factors of supply deficiency of public goods in rural areas under present financial relations is analyzed.At the same time,use the STATA to do the empirical analysis,by collecting the basic data of fiscal revenue,fiscal expenditure and transfer payments in 2013-2014 of 6 county-level districts in Zhejiang province,integrate the relationship of the between fiscal decentralization,per capita income of revenue and transfer payment,use the OLS to research the impact of governmental financial relations on the supply of public goods.Choose the low-ranking 10 region of regional average GDP during 2014 to 2017 as the economically backward county,compare the data of economically backward county to overall sample results,analyze the the influence of inter-government fiscal relationship on different regions.At the end,from the perspective of streamlining inter-government fiscal relationship and coordination of government financial resources,the suggestions of promoting the equalization of public products in urban and rural areas has been given.
