Comparative Study On Urban Management Legislation Of Cities Divided Into Districts

In the context of rapid economic development and the continuous progress of urbanization in China,the 12 th National People's Congress amended the legislative law,giving cities divided into districts legislative power in urban construction and management.The CPC central committee and the state council have proposed "" improving laws and regulations.We will strengthen legislation related to urban management and law enforcement,improve supporting regulations and rules,achieve the organic unity of deepening reform and ensuring the rule of law,and give full play to the role of legislation in guiding and regulating reform.Cities with legislative power should speed up the formulation of local regulations and rules on urban management and law enforcement in accordance with the provisions of the legislative law.clearly pointing out that the construction of relevant supporting laws for urban management should be completed by 2020.In China,changsha,nanchang,nanjing,wuhan,changsha,hefei,wuhu,shangrao,bengbu eight city divided into districts of the city management ordinance as sample,from the perspective of comparative analysis,the integrated use of literature analysis and empirical analysis,the combination of macro and micro analysis method that combines the present status of the cities divided into districts city management legislation in China,the problems existing in the legislation and perfect the legislative countermeasures in relatively comprehensive system of research.This paper is divided into three parts.The first part,from the overall structure and the specific content of two large pieces of analysis,including the legislative purpose,basic principles,management mode,management mode and the way of law enforcement perspective using comparative study method,this paper analysis reveals the city divided into districts management legislation present situation,and on the basis of the eight districts and combed the city for a simple reason for the difference between the legislation.The second part,on the basis of the analysis of the status quo,summarizes and summarizes the four common achievements of the city management in legislation: namely,the overall improvement of the efficiency of the city management;Public participation has expanded significantly.The urban environment has been improved;The legislative technology level of urban management has been generally improved.At the same time,it is found that there are still four prominent problems in the current urban management legislation of divided districts and cities,that is,the management system and mechanism are not suitable,the concept of legislation is backward,and the protection of departmental interests is serious.The third part,based on the current our country city divided into districts of problems existing in the urban management legislation,puts forward and demonstrates the basic countermeasures to perfect the legislation,the straightening out management system mechanism,the shift in legislation idea,innovating the mode of legislation,refine local legislation characteristics,so as to continuously improve the quality of legislation of districts,urban management,the purpose of making city divided into districts of the city can be more legalized,scientific management.
