In the form of banking financial institutions,rural banks have achieved the goals of targeted poverty alleviation and small agricultural support policies mainly targeting other conomic organizations forms or individuals such as "the rural,agriculture and peasants" and micro enterprises.In the process of 12 years of development,the rural banks have been basically maintaining a stable operation status but the method of loose admittance and strict management has increased the difficulty of supervision.Faced with the current situation of financial chaos,government regulatory authorities should carry out their own regulatory responsibilities,regulate violations,sum up the regulatory issues of rural banks and analyze the reasons,and base themselves on the market location of supporting rural poverty alleviation to seek a regulatory path suitable for the development of rural banks,protect the basic rights and interests of stakeholders,improve the information disclosure system for rural banks,safeguard the public's right to know,and establish a wholesome and complete regulation mechanism for rural banks.The introduction of this paper mainly describes the topic selection background of this paper,showing the research methods used in this paper,as well as the ideas of analyzing and researching issues,and the innovations that this paper may achieve in writing.The second chapter analyzes the difference between rural banks and other banking financial institutions,based on its market orientation of "small agricultural support",analyzes the key points of rural banks supervision from the theory,standards and methods,and leads to the necessity of rural banks supervision.Chapter III: A brief analysis of the changes in the policies of rural banks since their establishment on a pilot basis.In light of the current management condition and supervision issues of rural banks,we can change the mode of supervision,increase supervision,and promote the transformation of rural bank supervision into stricter regulation.We will protect the basic rights and interests of stakeholders to ensure a fair and efficient rural financial environment.There are many problems existing in the supervision of rural banks in China.Since the former CBRC abolished the Interim Provisions on the Management of Rural Banks and the Opinions on Strengthening the Supervision of Rural Banks,the legal system of supervision of rural banks has been scattered,resulting in the lack of systematic and authoritative legal provisions and the supervision subject also has the phenomenon of unclear powers and responsibilities,which has a bad impact on the rural financial environment.Under this situation,the regulatory concept should also be adjusted while the supervision method of strict addmittance and management should be implemented.In chapter ?,starting from the chaos of the rural banks described in the previous chapter,we analyze the reasons for the problems in the supervision of the rural banks: on the one hand,the bank's profit-driven nature leads to deviations in the completion of the policy goals of supporting small agricultural.On the other hand,the establishment of the system lacks rationality.The reason behind the lack of accountability of the supervisory body is the weak power of the regulatory authorities.One of the more important reasons is that the internal system of the rural bank is unreasonable,and information disclosure phenomena requently occur,giving rise to the problems happened during the process of rural bank operation.Chapter ? puts forward feasible and practical suggestions aiming at the malpractice of supervising rural banks,integrates the current effective normative documents,improves the methods of supervising rural banks,establishes a coordinated internal and external supervision system,and improves the fair and orderly rural financial environment in China.
