The drug problem has become one of the social problems which seriously endangers the stability of the country,and the white plague is spreading to every corner of the society.Drug abuse is not only harmful to the physical and mental health of drug addicts,but also a heavy blow to the family,a waste of resources such as social security,medical treatment,and it can easily lead to other criminal cases,and even affect the national security.Influenced by various drug-related factors at home and abroad,the number of drug addicts in Zibo City has increased sharply in recent years.By June 2018,the number of registered drug users in Zibo City has reached to 3126,: According to international standards,the actual number of drug users in Zibo City is 1.2 ~ 16 thousand.The number of drug users in Zibo City,and the management and control experience can not be compared with the cities in the north,but it has the characteristics of the prefecture-level cities.Therefore,it is of great practical significance to the study on the management and control of drug users in Zibo City.This paper is based on the current situation of drug-taking and control in Zibo City,and is also the object of the study.The author has deepened the rational understanding of the problem of drug use by reading the relevant documents,and through the investigation and interview,the parties obtained one-hand data.With the help of data analysis,the characteristics of drug users in Zibo City,and the main measures,problems and reasons for strengthening the control of drug users by the public security organs are summarized.Finally,some suggestions are put forward.The main contents of the paper on the study are as follows:In the introduction part,starting with the concepts of drugs,drug users and management and control,this paper expounds the background significance of strengthening the control of drug addicts by public security organs,introduces the current research situation at home and abroad,and the main research contents and methods of this paper.The first chapter,combined with the research situation,analyzes the data,summarizes the current situation of drug addicts in Zibo City and the main control measures.The characteristics of drug addicts are as follows: drug addicts tend to age;Female drug users are increasing year by year;"Trafficking and smoking" is widespread;The separation ofhouseholds is serious.The main control measures include: resolutely cracking down on drug-related crimes and offences;Dynamic control of drug users;Strengthen the position control of entertainment places such as hotels and KTVs;Strengthening anti-drug publicity and education;The government's guarantee work has been gradually implemented.The second chapter expounds the main problems existing in the control of drug addicts by the public security organs in Zibo City.Such as: territorial management is not in place;The mechanism of anti-drug work is not perfect;Inadequate information networks;(c)Lack of expertise in drug rehabilitation among the civilian police;Drug control support is not matched.The third chapter puts forward the countermeasures and suggestions to strengthen the control of drug users in Zibo City.Including: improving the territorial control mechanism of drug users;Improve the working mechanism to improve the effectiveness of the work;Enable "Internet +" intelligent control mode;Strengthening anti-drug publicity and education;Strengthening the capacity of police officers in drug related occupational protection;We will strengthen the construction and management of drug rehabilitation institutions.The fourth chapter summarizes the research conclusions of the full text and proposes the direction of the next research.
