The conflict of interest in rural land acquisition is a serious social problem that rural development has to face at the present stage in China.Land acquisition in rural areas could cause a serious incidents which have a massive coverage and destructiveness,disrupting normal social order,handicapping economic development,impacting villagers' lives and psychology,and ruining the image of the government.As the main body of land-lost farmers' conflicts,analyzing their protest behaviors is the top priority to solve the conflict over land expropriation.Based on the theory of finite rationality,this paper establishes the framework of "process-environment" analysis by combining the two social research models of "structure-institution" analysis and "process-event" analysis.Based on this framework,two case of land-acquisition involved with peasant protests in southern Fujian were analyzed.The research finds that,firstly,the primary cause of farmers' behavior of resistance in land acquisition conflicts is interests,especially economic interests.Apparently,there are relatively simple peasant protest events with multiple stakeholders.Secondly,the external environment influences the farmers' resistance behaviors in the conflict of land expropriation.At present,land expropriation in China has many shortcomings,mainly are the purpose of land expropriation,procedures of land expropriation and compensation standards.In terms of policy cognition,peasants' cognition level is still low.In addition,the informal system is often hidden under the development of events,which is often ignored by the government.Thirdly,under some certain background,some peasants will make behavior choices based on specific conditions which would fuel the conflict.With the intensifying of the conflict,it would adversely impact and change the internal environment of the protectors' groups,and further affect their behavior choices,such as right-safeguarding and profit-seeking protest behaviors.Finally,for the coordination of farmers' resistance behaviors in the conflict of interest in land acquisition,the coordinated management of each subject should be integrated,emphasizing the division of labor and coordination of different governance subjects at each stage of the conflict.In the pre-warning phase of conflict,the central government needs to reform the system and improve the regulations.Local governments at all levels should assess the risk of land acquisition conflicts.Neutral third parties conduct social supervision and conflict research activities.At the outbreak of conflict,provincial governments It is necessary to control developments.Local governments must implement emergency plans and listen to the demands of landless farmers.Neutral third parties need to play the role of relieving social conflicts and cadres.During the period of conflict quelling and continuation,local governments must restore social relations.The main task,the goal of the peasant autonomous organization is to increase the degree of recognition,and the neutral third party should undertake tasks such as relationship repair and social relief between various stakeholders.The research results can provide theoretical support and practical reference for the formulation of policies related to rural social governance.
