Study On Safety Management Of Gold Troops Under Decentralized Conditions

The Golden Force of the Armed Police,which is called the Golden Force of the People's Armed Police Force of China,is an economic construction force formed in 1979.The main task of the Gold Army is to carry out professional prospecting for gold minerals throughout the country.This professional force,which has grown up with the pace of reform and opening up in China,has made important contributions to China's economic construction and national defense construction.However,with the change of national economic development environment,the demand for non-ferrous metal exploration is increasing.As an economic construction force with a lot of field exploration experience,the Gold Force has the ability and responsibility to undertake the geological exploration of non-ferrous metals.In response to the needs of the reform of the armed police since April 2016,the Ministry of Gold of the Armed Police has bravely assumed the main responsibility for the transformation of its functions: adjusting its main tasks and functions from "seeking funds for the country" to "serving and ensuring the development of our army's combat effectiveness through military geological work".With the deepening of the reform of the Party and state institutions,in March 2018,the Central Committee of the Communist Party of China issued the "Program for Deepening the Reform of the Party and State Institutions".In this reform plan,it is clear that the gold troops will be separated from the Armed Police Force,and all the officers and soldiers of the gold forces of the Armed Police Force will be transferred into the relevant functional departments of the country as a "non-active professional team" by means of reorganization and reform.The reformed gold troop was incorporated into the Ministry of Natural Resources.The main responsibilities of the troop were further adjusted to "national basic public welfare geological work and exploration of polymetallic mineral resources".The "active establishment" of the members of the troop was also adjusted to "establishment of financial subsidies".n August 2018,the Golden Force of the Armed Police completed the reform of its establishment,which was transferred from the Armed Police Force to a non-active professional force and incorporated into the Ministry of Natural Resources.Since then,themain task attributes of the Golden Army have changed from military attributes to public welfare attributes.After the adjustment,in line with the development needs of the Ministry of Natural Resources,the operation mode of the Golden Army has changed from large-scale field centralized operation to small-scale field decentralized operation.The change of operation mode puts forward new requirements for safety management in operation process.If we continue to use the safety management system,methods or equipment used in the operation of the army,we will inevitably encounter various problems caused by the adjustment of the operation mode.These problems are likely to have a further impact on the safety management of the team after the team enters a decentralized and mobile state.Under the current background,it is of great significance to study the safety management of gold troops under decentralized conditions,to solve the shortcomings and gaps in the safety management of gold troops under decentralized conditions,to establish correct safety concepts at all times,and to improve the ability to deal with all kinds of accidents.This research hopes to summarize and analyze the current situation of the work safety management under the decentralized conditions of the gold troops after the establishment reform from the perspective of effectively improving the actual effect of the work safety management of the gold troops after the establishment adjustment.It also hopes to find out the imperfect safety infrastructure,unsystematic safety education management and safety responsibility that may be encountered in the work safety management of the gold troops after the establishment adjustment.On the basis of carefully referring to the successful experience of local geological prospecting teams in operating safety management under decentralized conditions,this paper aims to broaden the selection path of professionals,refine the safety prevention management system,improve the ability of detail management and apply the brand-new concept of safety management.Suggestions are put forward to strengthen the level and quality of safety management under the decentralized operation of gold troops,which can provide positive reference for the study of safety management under the adjusted decentralized operation of gold troops.
