The Problems And Countermeasures Of The Management Of Group Incidents Of Guangdong People Armed Police Force Under The New Situation

In recent years,with China's economic and social development,china is in the stage of deepening of reform and opening-up.Guangdong Province as the frontier provinces of the country's reform and opening-up,along with the economic and social transformat io n,in the people's internal contradiction of various nonpolitical factors,and people behavior becomes more and more fierce,more and more serious harm to the situation,which the group event is more prominent.It has become a major problem of Guangdong P rovince.Therefore,we must attach great importance to GuangdongProvince social group events.This thesis includes five parts:The introduction part mainly introduces the research background,research status at home and abroad and the structure of the thesis.The second chapter describes the concept,forms,characteristics,causes and the trend of development of the group events.The third chapter analyzes the basis and the content of the armed police force for crisis management functions.In this chapter,based on current laws,it expounds the legal mechanism when the armed police force handling group events.Then it further puts forward the principles for the armed police force to follow when fulfilling the public crisis management,including the principles of the Party and government leadership,law enforcement according to law,efficiency and moderate behavior.Based on the characteristics of emergent group events in Guangdong area,the fourth chapter analyzes the existing problems and causes of handling the group events for the Armed Police Corps of Guangdong from four aspects: the type identification of the events,the principle of dispatching armed force,the principle of emergency command system and the channels to communicate with troublemakers.In the fifth chapter,aiming at the problems when the armed police force handling group events,it proposes five countermeasures,including implementation of “the People's Armed Police Law”,the establishment of emergency classification and grading system,the strengthening of the training plan,the construction of informa t io n management system and the expansion of communication channels.Finally,through the research,the author believes that the Armed Police Corps of Guangdong is not only the main force in maintaining social stability but also the core strength of Guangdong province.When handling the group events,the Armed Police Corps of Guangdong must aim at the causes,nature,sizes of the group events,adhere to principles of legitimate,safe and effic ient,and adopt the reasonable tactics.
