Study On The Current Crime Situation And Prevention Countermeasures Of Ancient Cultural Sites Excavation And Ancient Tombs In S Province

In recent years,although the number of trials judged by court concerning ancient cultural sites excavation and ancient tombs cases in S province has been relatively stable,the crimes have also shown some new changes.There are still some problems to be solved urgently of cultural relics administration and judicial organs in the prevention and control of crimes.The crimes of ancient cultural sites excavation and ancient tombs were mostly occurred in the central plain of S province,which is rich in ancient cultural sites,ancient tomb resources and also densely populated.Therelatively concentrated characteristics of the crime area showed that the number of cases was closely related to the cultural relics and density of population.At the same time,it also exposed the unreasonable allocation of the administrative and investigative forces of cultural relics in the past.More and more criminals used metal detectors,high-precision GPS and other high-tech equipments when committing crimes.The scientific criminal means have improved the success rate of crimes,and brought new problems to administrative management and case investigation.The traditional mass report is still the main sources of clues.The role of public security intelligence network is limited,and the efficiency of the use of large data platform by public security organs needs to be improved.Criminals have gradually developed from the previous small gangs to criminal organizations with the characteristics of collectivization and industrialization.The number of cases have not increased significantly,but the losses caused by them have increased.The characteristics of high age criminals,high recidivism rates,low academic qualifications and low employment rates are more obvious.The administrative departments of cultural relics and judicial organs are backward in coping with the trend of crime collectivization and industrialization,and there are few targeted measures.There are still some problems such as the high rate of probation and theunreasonable use of additional punishment for the punishment of ancient cultural sites and ancient tombs.In view of the characteristics and new changes of these crimes,the problems existing in the administration,investigation and sentencing of cultural relics,the author put forward the following suggestions: Paying attention to the education and employment of the surrounding areas of the tomb sites,and reducing the incidence of non-organized crime.Facing the contradiction between urban construction and cultural relics protection correctly,strengthening the management of urban construction.Establishing a big data warning platform for cultural relics crimes,strengthening information sharing between cultural relics administrative departments and investigative agencies,improving work efficiency.Increasing electronic patrol and other equipment,improving prevention and controling the scientific and technological means of crime.Increasing the monitoring of the cultural relics trading market,cutting off the connection between the excavation of cultural relics and the sale of cultural relics.Executing probation strictly,increasing deterrence to criminals and other specific prevention and other control measures,in order to make some contributions to the prevention of the crime of ancient cultural sites excavation and ancient tombs.
