The Research Of Regional Emergency Material Reserve Management Of Expressway In Shaanxi Province

In recent years,the development of expressways in China has entered a transitional period.The construction of expressways is gradually slowing down,while the management and maintenance of expressways are carried out in an orderly manner.By the end of 2018,the total expressways mileage in Shaanxi province has reached 5,279 kilometers,forming a one-day traffic circle around Xi 'an city,connecting 98 counties and districts,with the expressways mileage top-ranked nationwide.Under the huge scale,how to manage and serve every citizen is an important task that every employee in the transportation industry must discuss.Up to now,different people have different opinions on China's transportation system within the industry.Through the efforts of different posts,the emergency management level has been further strengthened.By the end of 2018,a complete set of relatively perfect emergency management system have basically been formed and a number of experienced emergency management talents have been cultivated.However,due to China's vast territory and large regional differences,the expressway management modes in various provinces are different,and the depth and breadth of emergency management are quite different.In particular,the management and application of emergency materials is still in lower level and there are still great differences in the management of specific work.In view of the rapid development of information age,the management mode is still lagging behind,the refinement of management is still insufficient,and there are obvious deficiencies and defects in citizens' awareness,personnel security,system implementation and other aspects,which are not satisfactory.Therefore,how to establish an effective emergency material management system,form a regional emergency management linkage mechanism,strengthen the subjective initiative of the participants,and improve the material reserve capacity are issues that need to be studied and solved urgently.Based on the collection of a large number of documents and social research,combined with many years of social work experience,the emergency materials reserve management of Shaanxi transportation system is taken as the research object in this paper.It analyzes the problems and deficiencies in the current emergency materials reserve management.Then,it analyzes the demand for emergency materials and the construction of regional expressway emergency materials reserve management system,so as to puts forward specific measures to strengthen emergency management.On the one hand,it is to adhere to the problem and demand orientation.Through the analysis of the types of expressway emergency incidents,it puts forward suggestions on the types and quantities of materials needed for the disposal of various emergency incidents.On the other hand,through the study of emergency materials management system,five suggestions are put forward: first,adhere to the people-oriented principle and establish a regional emergency materials reserve management plan;The second is to attach great importance to the training of management and improve the decision-making level of management.The third is to set up a professional emergency support team to improve the reasonable use of emergency supplies.Fourth,efforts should be made to integrate social resources and build information-based emergency material support through the Internet of Things.The fifth is to improve public participation and strengthen the coordination of emergency supplies dispatching.
