The Research On The Improvement Of Emergency Management Capability Of Expressway In Shanxi Province

Expressway is an important channel of modern transportation,with the development of the national economy,it undertook more and more transport task.The rapid development of the expressway is related to the economic lifeline of the whole society.With the construction of the national highway network,the expressway of Shanxi Province also ushered in the development of the golden stage,but the frequent expressway accidents have raised the challenges to the development of expressway in Shanxi Province.How to establish a expressway emergency management system and how to develop a scientific contingency plan.In order to minimize the loss of property and casualties of the people,what we can do to deal with emergencies quickly and efficiently.These have become a importance problem which need highly attention to the expressway operation management.This paper aims to fill the gaps in the study of expressway emergency management theory in Shanxi Province.Firstly,it explains the characteristics and classification of expressway emergencies,and then analyzes the current situation of emergent emergency management of expressway in Shanxi province.Then analyzes the emergency response process of typical situation of highway in Shanxi Province in recent years.to find out the problems of expressway emergency management in Shanxi Province: poor communication between departments,the system is still not sound,emergency rescue lack of equipment..Then,the experience of emergency management of expressway in Germany,the United States and Japan is analyzed and studied.The experiences of expressway emergency management in developed countries are summarized.Combined with the problems and lessons learned,the suggestions to improve the emergency management capability of expressway in Shanxi Province are put forward.First establish command and coordination system which adjust to Shanxi Province expressway operation management system.Second,to establish a sound emergency early warning mechanism.Third,to establish a professionalrescue team and assurance equipment for rescue equipment.Fourth,Improving the legal system of emergency management to ensure the smooth implementation of emergency management.
