Research On The Implementation Of Compensation Policies For Land Expropriation And Demolition In The Process Of Urbanization

As the main battlefield of the Western Development and the frontier position of opening to the west,Xi 'an bears extremely important economic significance.In recent years,with the rapid development of Xi 'an,the level of urbanization has been continuously improved.A large number of rural land,suburban land have been expropriated.Land expropriation and demolition is an extremely important and sensitive work that is related to the development of the city,to people's vital interests,and to the stability of the whole society,and is of great significance to the upgrading and transformation of the city.This has made the work related to land expropriation and demolition an important assessment indicator in the assessment of the target responsibility of governments at all levels,and has become a top priority in the work of governments at all levels.Whether the specific compensation policy can win the recognition of the resettled,protect the long-term development of the resettled,and maximize the realization of public interests,is the core factor of whether the resettled work can be carried out smoothly.However,whether the specific compensation policies can win the recognition of the relocated people and guarantee the long-term development of the them,and maximize the realization of the public interest,is the core factor for the smooth development of land expropriation and demolition work.This paper mainly discusses the implementation issues of compensation policies in the process of land expropriation and demolition.The necessity of compensation,the subject of compensation,the content of compensation,and the mode of compensation are introduced.Through questionnaire survey method and comparative analysis method,combined with the compensation policies of land expropriation and demolition and its implementation in Xi'an S district,based upon the experience of domestic and foreign countries,the theory of public service and the theory of collaborative governance,the following suggestions to improve the compensation policies are put forward: Firstly,to improve the construction of land expropriation and demolition system,improve the relevant laws and regulations,and strengthen citizen participation in the process of the formulation and implementation of the compensation policies.In the administrative process,the government should not be offside or absent,and all departments should coordinate to ensure the smooth progress of land expropriation and demolition.Secondly,to raise the fairness and justice and scientific rationality of compensation policies for land expropriation and demolition,improve the transition fee standards so as to benefit the people.Thirdly,to deal with the aftermath of land expropriation and demolition appropriately,build a medical security system for land-lost farmers,increase re-employment support for land-lost farmers,and provide support for their children's education.
