The farmers who have lost land have been a special social group appearing in the new stage of China. In the process of urbanization, a large-scale of farmland is expropriated, However,lots of farmers have lost their land as the result of land expropriation。They don't have any living and social guarantee,having a social position between farmers and citizens and becoming "farmers of three without": farmers with no lands,no jobs and no minimum life guarantee,thus they have become unstable factors affecting a steady social development and have cause a universal social concern, and thus it is urgent to build up sound and perfect social security system for land-lost farmers. At present, numerous problems exist in the practice exploration of social security scheme in many places of China, and great attention must be paid to this circumstance.Through the article on analysis about present situation and the existing question of"land-lost farmers"guarantee system construction, it is believed that if we will radically solve the problem of land-lost farmers'guarantee, we must insist guiding principle of harmonious development concept, perfect land expropriation system according to request of market economy, plan scientifically, definitely establish the goal and mentality of land-lost farmers'guarantee system work, straighten out the management system, make clear duty of various government departments, establish and perfect law operational mechanism of the farmers, enhance organization leader, propaganda guidance and employment service, help landless peasants realize re-employment, hierarchically and emphatically establish landless farmers security system, make fund of landless peasants guarantee, make perfect of the fund operational mechanism, build government-led social security system of landless peasants.
