Study On The Credit Enhancement Of Asset Securitization In PPP Projects

Since the PPP model of asset securitization products has been pushed,China has entered an innovative model of urban infrastructure construction and financing.In practice,the government and social capital cooperation model has also been greatly promoted,such as the emergence of more,better and more efficient market,social and public services.However,such projects have highlighted many shortcomings in the operation process-the "funding difficulties" problem has become the core of the smooth progress of each PPP project.Financing with asset securitization helps to reduce costs and makes it easy to recover funds in the short term.The asset securitization of PPP project belongs to the enterprise asset securitization in nature,and the urban and rural sewage treatment service franchise fee income right belongs to the typical enterprise asset securitization product.This paper takes the typical PPP project asset securitization product as a glimpse point,and analyzes this class.Legal issues in the credit enhancement system for financial products.This paper is divided into four parts.The first part first expounds the meaning of asset securitization of PPP project,summarizes and summarizes the legal system involving asset securitization of PPP project,and then introduces the concept of credit enhancement system and introduces both internal and external enhancements.The credit level model;the second part first defines the nature of China's PPP project asset securitization,and then discusses the current situation and problems of China's PPP project asset securitization credit enhancement from the case,and concludes that the operation of such products is in progress.The legal issues highlighted;the third part mainly introduces the relevant legal regulations and normative measures of the credit enhancement system in the United Kingdom,the United States and the European Union,and draws the experience of such systems or norms to improve the credit enhancement system;the fourth part is aimed at China.At present,the problems existing in the credit enhancement system of asset securitization of PPP projects,through the experience of the system of credit enhancement outside thedomain,put forward my own solutions and legal advice.
