Study On Yancheng Local Government Functions For Enterprises-service In Overseas Investment

Yancheng is an ecological city on the northern wing of the Yangtze River Delta,a key coastal hub city in Jiangsu Province and an important city in the Yangtze River Delta urban agglomeration.It has established economic and trade exchanges with more than 170 countries and regions,and is building a new pattern of opening up with an open and inclusive attitude.In recent years,more and more Yancheng enterprises have gone abroad to seek development opportunities.In this process,they also encounter many unsolvable problems.This requires Yancheng local government to give full play to its service functions and help enterprises solve the problems.This paper starts with the study of Yancheng enterprises' overseas investment.Firstly,it briefly describes the status quo of Yancheng local government service enterprises' overseas investment functions,through field interviews and questionnaires,looking for the Deficiencies of Local Government in the Process of Performance,and find out some outstanding problems,such as the administrative examination and approval is tedious,lacks the guidance policy,talent training has not been effective,the channel of information supply is not smooth,the effect of creating loose environment abroad is not good and the support overseas gathering strength is insufficient.Next,we use some theories,such as the theory of service-oriented government to deeply analyze these problems.Then,draw lessons from the experience of Japan,Singapore,Korea,Jinan City of Shandong Province,Nantong City of Jiangsu Province in supporting enterprises' overseas investment,and summarize it.Finally,based on the local characteristics of Yancheng,the strategies for optimizing the functions of Yancheng local government's overseas investment in service enterprises are refined according to the theoretical and investigation analysis.It concludes that if government want to optimize service functions,it should be try to do something well,such as:improving Service Capability,perfecting Service Level,creating a Good Environment and concluding an International Friendship City.
