A Study On Legal Issues Of Slot Trading

In a context of the strategy of making China strong in civil aviation,aviation industry in China ushered in new opportunities for development.Nowadays,deficiencies exist in Chinese SLOT management regime,which cannot satisfy increasing demand for SLOT trading.Therefore,finding solutions must be enforced.This paper is conceived in this way by analyzing the legal status and theoretical basis of SLOT,comparing with core trading principles and application under different legal context,interpreting recent reform in China and its effect,to provide suggestions for completing the SLOT trading regime in China.After the introduction,this paper is mainly divided into three parts.The introduction presented the origin of problems and analyzed significance of this paper.It also introduced relevant research achievement and viewpoints of scholars in EU,US and China,and research method used in this paper.The second chapter analyzed the legal status and theoretical basis of SLOT.It mainly introduced the background SLOT emerged in the world and elaborated the tradability and obstacles.The third chapter presented the SLOT trade principles and theoretical basis.It analyzed the two core SLOT trading principles,Grandfather Rights and Use-it-or-lose-it,in details,and introduce their application in EU and US.The forth chapter compared the SLOT trading regime between difference countries.It horizontally compared the relevant legislations and judicial practices in US,EU and China,and summarized the experience US,EU and China got from SLOT management reform.The fifth chapter introduced the legal regime of SLOT in China and analyzed its refor,providing suggestions.It was mainly focused on the Pilot Scheme of SLOT Market Allocation Reform in 2015 and its problems,providing suggestions for further perfecting SLOT management regime in China.
