Analysis On The Distribution System Of SLOT In China From The Perspective Of Administrative Permission Law

SLOT is one of the most essential elements to ensure the Flights operating smoothly,while slot is becoming tense in our busy airports increasingly,contrast is obvious that the sufficient time in non-busy airports.Currently,the largest present situation and problem in China is that SLOT is in short supply.It is what that associated the design and implementation of distribution system of SLOT.There are also many problems in making the trouble.From the perspective of the overall and self analysis of SLOT,we can concluded that its' essence is distribution of value.After combining the theory related of administrative permission law,the legal problems of,such as whether it belongs to the administrative licensing,the power of flight time allocation plays the role of license,providing the theoretical guidance of reconstruction the allocation system of SLOT.Such as the theory of limited government and regulation of government.Finally,putting forward the target of reconstruct distribution system of SLOT,and adding some legislative details to the suggestions of our allocation system in reconstruction.
