The problems faced by the Hong Kong Basic Law involve political,legal,economic,cultural and social aspects and relate to multiple parties'interests.Behavioral law and economics recognize the limited rationality,limited willpower,and limited self-interest of human beings,and it is of a certain interpretation value to the practical problems facing the Hong Kong Basic Law.On the one hand,Hong Kong society,due to its colonialist history,has a prejudice against the mainland,and on the other hand,it is influenced by the values of orientalism and creates a misplaced identity,which leads to group prejudice.At the same time,the“timetable”type of governance model also easily triggers political volatility.The social stratification and livelihood issues in Hong Kong are the direct social causes of the practical difficulties in Hong Kong's Basic Law.Behavioral law and economics also have methodological value.Introducing the BEATM Behavioral Change Matrix for evidence-based policy making theory,as well as scientifically verifiable“psychological therapies”,allow Hong Kong to become a healthy member of the Chinese family.Through the tools of belief management,social behavior could be improved by providing incentives and punishments.Through the practice of Anti-Antipaternalism,we must curb the development of extremism and fully respect the high degree of autonomy of Hong Kong society.Based on the behavioral law and economics,after the public policies and micro-behavioral models are well laid,obstacles to the implementation of the Hong Kong Basic Law will be overcome.
