Improvements Of The Industrial Intellectual Property Exchange Management In Russia

The main factor behind the economic recovery of the Russian economy over the past years has been the growth in commodity exports and the expansion of domestic demand caused by it,mainly investment and consumer.The positive results of the Russian economy growth do not solve its fundamental problems,since little impact on the global competitiveness of the Russian economy,which determines the low long-term recovery of the Russian economy and its regions as a whole.Low competitiveness in world markets is a consequence of technological backwardness of equipment,high inflation,poor quality of public services and corporate governance,which does not stimulate the development of non-primary sectors of the Russian economy.In the Russian Federation,problems of intellectual property management,common for all countries,were supplemented and aggravated by the consequences of reducing the role of government regulation in the course of the implementation of radical economic reform of the 1990 s.As a result of the reduction of all types of budget financing in the scientific and technical sphere,the defense order,the implementation of industrial policies focused on energy and raw materials,the scientific and technical potential of the Russian economy has decreased.The problem lies not only in the financing of innovation but also in other aspects of intellectual property management,such as quality of legislation;the degree of use of existing scientific and technical achievements;the presence of the connection between science and production and the rate of innovations implementation;the level of protection for the created results of intellectual activity,both in Russia and abroad.To solve these problems the Russian Innovation Development Concept is proposed and a mechanism of the Concept implementation is developed.
