China formulated the "Internet+" strategic action plan,symbolizing that China entered the digital age in 2015.Big data can't be questioned for the improvement to our lifestyle.It improves people's way of life and widens their access to information.However,each coin has its two sides.On the one hand,the big data opened up a vast expanse of space.It's changing our lives and the way we perceive the world and bringing about a big change in life,work and thinking;On the other hand,it also makes people face more risks and challenges.The 1st part of this paper introduces the historical evolution of the right to be forgotten in the other countries.Through the analysis of its background,we studies the relevant legislation in the field of the right to be forgotten in Europe and the USA,and then analyzes and summarizes the experience and lessons of the relevant legislation in Europe and the USA.It lays the groundwork for the right to be forgotten and the perfection of Personal Information Protection Law in China.In the 2ed part,the necessity and feasibility of localization of the right to be forgotten is discussed by analyzing the challenges faced by the protection of personal information and the first case of the right to be forgotten in China.The 3rd part defines the concept and content of the right to be forgotten,clarifies its right attribute,that is,the right to be forgotten is a right content of the right of personal information,and then probes into the legislative proposals of the right to be forgotten locally in our country.
