In recent years, with the development of Internet and big data technology, more and more companies began to apply Big Data technology to make companies' strategies and corresponding services.A notable feature of Big Data technology is a huge amount of data. Some companies utilize Internet technology to collect and analyze data. Then the data will be traded on the market for huge profits. There are no appropriate laws and regulations to prevent any natural and legal persons from collecting data through the Internet. In the meantime, data can be stored on the Internet forever.Thereby it brings a serious problem, because of a lot of online data related to personal life records and personal privacy, and even some of the information having damaged effects related to personality rights.Once the information had been abused and spread on the Internet,it would be a disaster for victim, and even lead to serious social problems. In view of this, the European Commission enacted "General Data Protection Regulations," in 2012.The right to be forgotten is proposed in 17 th clause to solve the problem of protection of personal information on Internet and to specify the right and obligation body. There is massive fierce debate on the conflict between the freedom of expression and the right to be forgotten.Based on this, the United States in the face of the EU's booming forgotten right, limited in their First Amendment right to be forgotten so appeared in the United States tepid. But in order to ensure the smooth flow of data between the US and the EU,the United States also made a number of relevant provisions to deal with right to be forgotten, but there are more restrictions for the right to be forgotten than the EU.Compared with foreign countries,China's personal information protection legislation is lagging and uncompleted.Little attention was drawn to the right to be forgotten.Through introduction of foreign legislative practice of the right to be forgotten, hope to make an important reference.
