Research On Risk Management Of Expropriation Of Buildings On State-owned Land In Metro Project

As key projects in urban construction,the expropriation of buildings on state-owned land in metro projects is the key link of the overall process and has become a sensitive focus of community.This paper focuses on the expropriation of buildings on state-owned land in metro projects,and carries out systematic research based on the theoretical framework of risk management.After further reading of the correlational studies and policy development of the expropriation of buildings on state-owned land,and defining the concept and connotation of the research objects,the paper collects risk information through multiple channels and adopts methods like system decomposition,reorganization and classification,then concludes 19 risk factors of 4 categories as “decision,compensation,implementation,management”,which contributes in each major process of the expropriation of buildings on state-owned land in metro projects.Next,an empirical analysis has been conducted to test and improve the above research results,relying on the construction of Guangzhou Metro line NO.S(phase ?).Based on 237 data collected through questionnaire survey and 15 data collected from expropriation department,carries risk analysis by AHP,concludes that risk factors related to "expropriation compensation and settlement,government behavior,public participation,dispute resolution" should be taken as the focus of risk management of this project.Finally,puts forward the corresponding preventive measures according to the risk factors from three different importance levels as important risk,general risk and slight risk,so as to further reduce the possibility and consequence of project risks,and to improve the effectiveness of its risk management.The research will fill the gap of current research by improving the comprehensiveness,systematicness and applicability of risk research system in expropriation of buildings on state-owned land in metroproject.In addition,a set of feasible risk management system will be explored for the government as implementer,so as to strengthen their capacity of risk management,and better advances the implementation of expropriation of buildings on state-owned land in metroproject.
