The Negative List In Foreign Investment Access Of China Free Trade Zone

China(Shanghai)free trade zone was formally established in September 29,2013.As the first FTZ in China,its main target was to develop the experience and system which could be copied and could be promoted for the following reformation.The tasks and measures of opening up of investment sectors in <Framework Plan for the China(Shanghai)Pilot Free Trade Zone> asked to explore the ‘Negative List'administrative approach which launched the first negative list in China in2013,and in 2014,2015 introduced revised versions.The Negative List as the first testing and tryout in FTZ was different from the international Negative List and was launched under the requirement of foreign investment access.The implement of Negative List changed Positive List and Post-establishment national treatment.Under the background,this paper will centre on Negative List and Pre-establishment National Treatment,following the rule of ‘finding problem,resolving problem' to discuss the background,origin,evolution,current situation,problems and countermeasures of Negative List of FTZ.The pilot national security review on Negative List will be trailed in the FTZ.A foreign investment administrative system that will be aligned with international standard will be set up.Based on the domestic and foreign experience of ‘negative list',some policy suggestions on the proposal of ‘national negative list 2018'are presented.
