The Construction Of First Offender Exmption In The Field Of Medical Waste Health Management

In recent years,various departments of administrative law enforcement are working to implement the system of no punishment to first violation in practice,and have achieved some results.However,there are still many questions about the system in legal theory and practice.For example,how is the system connecting with superior administrative punishment laws;how to define the word such as "first","no punishment" and "illegal episode";etc.Through the empirical research of cases,that the implementation of the administrative punishment in medical waste health administration,this paper analyzes the necessity and feasibility of the construction of no punishment to first violation.And comments and suggestions are put forward on how to deal with the above questions in practice.
