Environmental Policy Implementation In 'Villages In The City'

Since the reform and opening up,China's grass-roots governance has shifted from centralization to multi-dimensional interaction,which is a path of gradual and structural reform.At the grass-roots level between the government and social organizations and other grassroots governance body in grassroots governance work should be a kind of "cooperative" rather than "adversary" structure relations,the communist party of China 16 th,17th and 18 th national congress made important statements for grassroots governance,all of them showed the internal logic of it.However,in the implementation of the actual grass-roots policy,the interaction between the governance bodies is more complex.It can't be simply summarized by the "cooperation" or "antithesis".Under the common action of the participating subjects,the governance policy appears to be misaligned at the grass-roots level.This paper,taking Shanghai C town as an example,the policy implementation main body is divided into three types of grassroots government,enterprise and the village committee,villagers.By analyzing their behavior in the policy execution,this paper mines internal causes of the basic policy execution dislocation,and put forward the corresponding settlement mechanism.An introduction to this article expounds the reason of topic selection,carding and clear research involves the related concept and the main theory.Currentenvironmental policy research focuses more on the macro level of policy tools to analyze the present situation,this paper based on the “villages in the city”;by enumerating the existing literatures about the implementation deviation,this paper describes the necessity of "implementation dislocation".The research of “villages in the city” is mainly used to explain the diversification of the social structure of the village.Due to its complex social foundation,"implementation dislocation" of the policy in the “villages in the city” is objective.The first chapter of this paper describes the implementation status of environmental governance policies in C town,and summarizes the existing phenomena of the "implementation dislocation".Including replacing reducing pollution by reduction of industrial land,the Demolition work replacing the ecological environment comprehensive governance and local villagers replacing the Floating population.The second chapter analyzes the policy implementation subjects as a perspective of polycentric governance theory.The third chapter analyzes the reasons of the implementation dislocation by analyzing the factors that affect the behavioral orientation of policy implementation subjects.Including village grass-roots government performance evaluation one-sided,village self-government functions unrealized and lack the sense of the masses of public power.The fourth chapter puts forward corresponding solutions to the problems of the implementation of the policy of environmental governance.
