Study On Optimization Of The Crime Prevention And Control System In Wuhai City In The Context Of Smart City Construction

As an important part of an overall national security outlook,the crime prevention and control system is the specific action of the overall control of social order,and even one of the most effective approaches to enhance people's sense of security.Since the crime prevention and control system was raised by the Central Party Committee and the State Council in 2001,all parts of China have developed corresponding schemes based on their regional features.Located in the midwest of Inner Mongolia,Wuhai features small jurisdiction area,urban population concentration,high urbanization rate and security problems.The several-year construction of the crime prevention and control system has achieved initial success.However,with the rapid economic development and increasingly complex social security problems,the existing crime prevention and control system can't fully satisfy practical needs.In particular in current stage,along with the smart city construction,the construction of the crime prevention and control system is an opportunity and also a challenge.Relying on information technology,a smart city is to deeply integrate all kinds of information resources,carry out overall perception and coordination,enhance urban service and management abilities and realize the sustainable development of the city.Wuhai is one of the first pilot smart cities in China and also the one and only city of Inner Mongolia on the list.For years,Wuhai's smart city construction has initially taken shape.The cloud computing center and the big data platform have been completed in succession.Under such construction goals,Wuhai City should take full advantage of the results of its smart city construction,comprehensively collect and integrate social information and data resources to build its crime prevention and control system,then enhance its social security administration ability with information methods and finally facilitate the complete building of the smart city through the intelligentization of the crime prevention and control system.On the basis of study on the background and significance of crime prevention and control,this paper combs through researches of domestic and overseas experts and scholars on the smart city and crime prevention and control in a systematic manner,and points out relevant concepts and theoretical basis of smart city,security and the crime prevention and control system mentioned in it.In this paper,first,the crime prevention and control system of Wuhai City is analyzed through four elements,respectively subject,object,goal and pattern.Second,achievements obtained from the crime prevention and control system of Wuhai City are summarized from the system structure and the operating mechanism.Third,after field survey,existing problems of the crime prevention and control system of Wuhai City are concluded,including relatively limited prevention and control subjects,absence of the crime prevention and control network around Wuhai,inadequate accuracy of information-based prevention and control measures,repetitive prevention and control as well as prevention and control loopholes.After causes areanalyzed,suggestions are proposed from four aspects,i.e.strengthening the participation of the prevention and control subjects through the centralized leadership of the party committee and government;building the crime prevention and control network around Wuhai;enhancing the intelligentization of the crime prevention and control system;and strengthening the construction of the crime prevention and control system mechanism.
