EU "Leadership" In Climate Change And The Analysis Of Its Dilemma

This thesis talks about EU leadership in climate change.EU is precepted as a leader both by itself and by the international community.Most works studying climate change leadership mainly accept that EU has already been an international leader in governing climate change within and outside EU jurisdiction.After 30 years' hard work,EU has received recognition by the international community of its leading functions in climate change.However,EU's leadership was under test after Copenhagen Climate Summit.There are some ambitious gaps for EU to realize its “leader” identity in global climate change governance.By discovering the uncertainties for EU to realize climate mitigation goals,under the pressure of the backward member states in climate change governance,and EU's decline in international climate change negotiations,EU is not completely a global climate change leader.The influencing factors are economical,institutional,and international.Economically,the economic crisis still has lasting impact on EU development,and EU may fail to honor its pledge of climate fund.Institutionally,the structural problem of EU integration makes climate policy and negotiation regime more difficult.Besides,with Brexit process is deepening,EU climate policy making is weakening.Internationally,on the one hand,EU has been pursuing a unilateral climate diplomacy,which makes international climate cooperation less possible.On the other,with China and the United States as up-coming climate leader in the international community,EU is under threat to be an global climate leader.EU issued the 2050 “Climate Neutral” strategy before the 2018 Katowice Climate Conference.Observing its latest strategic objectives,strategic path and strategic framework,EU's latest climate change governance dynamics can be seen.There is possibility of continuing to achieve climate governance leadership for EU,but at the same time,there are vulnerabilities.
