Australia is a large immigrant country and a large recipient of refugees.The issue of refugees has always been a non-traditional security issue that plagues its border security and maritime security.After the end of the Cold War,the sources of refugees in Australia changed with the changing of international pattern.And Australian government's refugee policy was adjusted accordingly.the Australian refugee policy has shown an increasingly conservative and tightening trend after the relatively mild but brief recovery of the Rudd government.The factors affecting the change of Australian refugee policy are diversified.As far as domestic factors are concerned,for one thing,the situation of Australian economic development determines the overall trend of refugee policy changes.For another thing,the issue of refugees has always been the focus of the struggle between domestic political parties.In terms of external factors,international human rights organizations are constantly putting pressure on Australia to force Australia to adjust to refugee policies based on humanitarian appeals.At the same time,Australia,driven by the medium-powered countries,is committed to shaping its dominant position in the South Pacific,making its refugee policy more than domestic political influence,and closely linked to bilateral and multilateral diplomatic relations between the United States,China and the South Pacific island countries.In this long and complicated policy change process,the fierce partisan struggle has greatly reduced the effectiveness of the Australian refugee policy.The growing far-right forces in the country are also controlling the attitude of the people towards refugees.Although the Australian government is striving to maintain Australia's international image,it is inevitably caught in a humanitarian dilemma in the issue of refugee reception.The regional hegemonic thinking that has become more prominent in the Australian refugee policy has also brought a new challenge to this era of advocating “global governance”.
