Research On Political Mobilization Mechanism Of Public Security Organs In Wartime

Nowadays,the world is undergoing a major change in the century.China's development is in an important period of strategic opportunities,where the struggle for the enemy is complicated and the contradictions among the people are prominent.The public security work is faced with extremely complex and severe risks and challenges.In the meantime,with the enhancement of China's status in the international community,the diplomatic activities at home have been quite frequent,couple with the "great events,joyful events,and difficult events" have been testing the political mobilization ability of our public security organs during the war.The glory of the police badge is casted by blood.The public security organs need to maintain a high degree of political strength and strong sense of mission in the intense and significant wartime working hours.And political mobilization is a powerful guarantee for the political identity,political acumen and political responsibility of public security police.Themed on "the political mobilization mechanism of the public security organs in wartime",this paper expounds the importance of political mobilization to the work of the public security organs during wartime.Through analyzing the advantages,shortcomings and reasons of wartime political mobilization,it tries to explore how to actively and effectively conduct the political mobilization of public security organs from a comprehensive perspective,so as to provide theoretical references for the public security organs to better play the function of political mobilization in the intense and difficult wartime situation,and smoothly implement the wartime work.This paper consists of six chapters: through the study of ideological and political science,history,management and other discipline theories,guided by Marxist political mobilization theory,political mobilization theory in Chinese traditional culture and foreign crisis management theory,the core of this paper is the building of political mobilization mechanism of the public security organs during wartime by relying on methods of literature research,comparative research,and case analysis.First of all,on the basis of defining the basic concepts of political mobilization mechanism of the public security organs in the wartime,this paper theoretically demonstrates the necessity and feasibility of applying political mobilization to the public security organs in wartime work,and draws on the main practices of the Communist Party of China in political mobilization in different historical periods,to explore the laws and summarize the experience.Secondly,it discusses the principles,functions,forms and practices of the political mobilization of the public security organs during wartime.Thirdly,based on summarizing the work of wartime,it expounds main effects of political mobilization of public security organs' wartime work and makes an in-depth analysis of the inadequacies.Fourthly,it strengths the construction of wartime political mobilization work public security organ wartime political mobilization mechanism from the aspects of the integration of wartime political mobilization work,laws and institutional norms,and the establishment of emergency mechanisms.The purpose of this paper is to contribute to enriching the public security wartime political mobilization mechanism and better serving the public security wartime work.
