A Study On Public Order Information Collection In The Background Of Big Data

With the advent of the big data era,massive amounts of data information have had tremendous impacts on the human production modes,lifestyles,and ways of thinking.Big data has improved the overall efficiency of public security organs.Comprehensive,accurate and high-quality public order information collection is of great significance to public security management.As an important part of public security management,public order information collection plays an important role in the early warning,judgment and handling of public security issues.Public order information is a form of representation that can be seemed as the cause of many security problems.It manifests in various messages which accompany the security problem,and it also reflects the laws of public security problems.In other words,public order information is an important part of police information,and will effectively serve the public security management of public security organs.Public order information collection refers to the process in which the public security organs collect public order information according to the needs of public security management with the use of manpower,technology,and resource integration.The big data brings advances in the ideas,technologies,and mechanisms,and creates opportunities for the collection of public order information in many aspects,for instances: it broads the channels,enriches the content,and improves the efficiency.At the same time,it also brings challenges in the diversity of subjects,privacy rights protection and information analysis technology.At present,dilemmas exist of the public order information collection exist in the ambiguity of the security information boundary,the deviation of guiding ideology,the backwardness of collection method,the lack of collection regulation,and the lag of collection technology,which all make it difficult for public security organs to collect complete and highquality public order information,resulting in the passive situation of public security management.This paper analyzes the police information collection models of domestic and foreign countries and regions,including the centralized model of America,decentralized model of Japanese,national model of British and talent model of Hong Kong.Then summarizes the characteristics of their collecting strategies,collecting mechanisms,collecting technologies,and information integration.Finally carries out conclusions of the experiences and proposes reflections on governance concepts,cultural traditions,and social backgrounds.The collection of public order information in the context of big data is a comprehensive and systematic project,and it is necessary to establish a scientific and effective plan to guide the work.The master plan includes five aspects: guiding ideology,general principles,operational mechanisms,security systems,and public security information database.In order to make full use of the opportunities brought by the big data era to the collection of public order information,the public security administrative departments should expand their ideas and ways in many aspects,for example: strengthen the integration and sharing of public order information within the public security organs;improve the collection and application of other government departments and social resources;promote the progress of information collection technology,complete the regulations of public order information collection,and reform the training mode of public order information collectors.
