A Study On Public Order Information Disclosure

It plays an important role in the study on public order information disclosure that rationalize the relationship between public order information and government information,policing information.It will contribute to promote the work of public order information disclosure,if we use the thinking of public order science to study public order information disclosure from the perspective of social public order prevention and control rather than from the ordinary studying perspective of government information disclosure.Public order information is produced or got in the process of public security organs in performing his duties,and public order information is a kind of policing information that has close relationship with social public order and safety of the mass.Also,it is the policing information which people care about a lot,because it plays an important role in meeting the safety-demand of the people.Due to the fact that the public security organ is different from general government agencies,its public order information possesses the characteristics of part-secret-related,closure etc.Public order information has the value of public opinion guiding,social public order prevention and control,supervise and urge press of public order,etc.Public order information can be classified into responsibility and authority,legal,law enforcement,etc.And public order information disclosure of law enforcement is the research emphasis of this paper.The problem of public order information disclosure restricts the value of public order information.The law about public order information disclosure has the problem of operability.There is a blurred line between the disclosure and confidentiality of public order information.Public order information disclosure has deficiency,such as comprehensive,initiative,timeliness,interactivity.Due to the influence of the subjective and objective factors,public order information disclosure of public security organs does not make good effect.As a consequence,the public cannot effectively obtain the required public order information that can guide their production and living activities.Promoting the work of public order information disclosure is inherent in the concept of public order prevention and control.While insist on guiding ideology of "disclosure as principle,closure as exception",we should also follow the basic principle,for instance,benefit-balanced,severability,information architecture and the "3 T" principle.In the processs of specific implementation,we should determine the scope of public order information disclosure;realize the value of public order information actively;optimize the structure of public order information disclosure.
