Research On Emergency Command And Dispatch Technology Based On 4G

Efficient emergency command and dispatch can help reduce the emergency response time,improve disposal efficiency of the public security department's emergencies reaction,reduce the loss of life and property,and maintain social harmony and stability.The paper applies The Fourth Generation Mobile Communication Technology(4G)to public security business data transmission,and combines Android and Web application development technology to build an emergency command and dispatch system,which integrates GIS,Live video,Instant Messaging and Personnel Hierarchical Management.The system provides an efficient instant communication mode,real-time visualized monitoring of police force and clear management of authority,which can highly improve the efficiency of public security emergency command and dispatch works.The main work and innovation of the thesis are as follows:Firstly,according to the security requirements of the public security emergency command and dispatch system,the access network of the mobile terminal subsystem is realized by VPDN(Virtual Private Dial-up Networks)technology.At the same time,combined with the actual demand of the public security service,the proportional fairness algorithm is targeted and improved.An improved uplink scheduling algorithm based on QoS guarantee is proposed by introducing QCI(QoS Class Identifier)in the link scheduling weight function.And the delay guarantee factor to achieve optimal configuration of communication link resources,ensuring the quality of real-time service data transmission.Secondly,by using the Android application development technology,the emergency command and dispatch mobile terminal subsystem is completed,and the data interconnection between the mobile terminal subsystem and the emergency command and dispatch platform was realized.Besides the conventional functions such as position and multimedia information collecting and uploading,the mobile terminal system has also innovatively realized live video stream uploading and instant messaging functions,which help improving the communication efficiency between frontline police officers and background commanders.Finally,by using HTML,JavaScript,Java and other development languages,and combined with MySQL database management,the public security emergency command and dispatch platform was designed and implemented.The platform integrates three modules which includes Geographic Information Service,Instant Messaging and Management Function.Among them,the geographic information function module includes functions such as map basic operation,emergency management,real-time police force monitoring,motion track playback,peripheral resource search,path planning and navigating,and the innovative function of establishing communication group by objection selection on map.The instant messaging module includes functions such as text,voice,and video communication.The management module includes: User Information Management,User Rights Management,Accident Information Management,Data Tables Management,Platform Logs Management and other management functions.
