The Dartmouth meeting opened the door to the starting point of artificial intelligence.Although there has been no substantive breakthrough in the field of artificial intelligence for a long time after the meeting,the development and application of artificial intelligence are becoming more and more popular today.The rapid development of artificial intelligence will also promote the change of social form.The intelligent society,A New Social form of taking artificial intelligence as the core element,is coming to us step by step.At present,the global intelligent revolution is advancing rapidly and developing deeply.At the same time,it is also deeply affecting the economic,political,social,cultural,security,ecological and other fields of the world.Even though people seem to be sensing daily changes of production and life,but the arrival of an intelligent society will likely affect the world,China,and every field beyond any technological revolution that has taken place in history.The United States,Japan,Europe and other countries have put forward the concept of intelligent society one after another,and put forward the idea of intelligent society,Japan has even put forward the construction conception of "super-intelligent society",China is also speeding up its own pace in this respect.In recent years,China has attached more and more importance to the development and investment of modern science and technology,and has made breakthroughs in the fields of intelligent science and technology such as quantum communications,5G,self-driving cars,robots,and so on.Many fields have entered the forefront of the world,it is possible for intelligent society to takes the lead in China.Ren Zhengfei,president of Huawei,said in a symposium in 2018: "We are entering an unimaginable intelligent society," and the intelligent society has become an inevitable trend.Therefore,the arrival of intelligent society for China is a major historical opportunity to achieve "bend overtaking".Intelligent society ushered in all aspects of innovation,this paper chooses the local government cooperation which may be greatly impacted as the research content.Since the 18 th National Congress,China has proposed to promote the modernization of national governance system and governance capacity in an all-round way,which is also the China's overall total of deepening of reform in the new period?In the context of an intelligent society,national governance system and governance capacity will truly be fully modernized,and the level of cooperation between regional or interregional local governments will be a significant manifestation of national governance systems and governance capabilities,Collaborative cooperation among local governments is likely to usher in a new stage of development.Under the trend of intelligent society,the change and development of cooperation between local governments has become the main content of this paper.In addition to the introduction,this paper can be divided into six parts.The first part is the introduction of the concept of intelligent society,the origin,characteristics and development of intelligent society are discussed.The second part mainly analyzes The Development stage of Intergovernmental Cooperation,On the basis of traditional research,it increases the development stage of all-round integration in the period of intelligent society.The third part mainly discusses why the intelligent society has a great influence on the cooperation between governments,and how to influence it.The fourth part is to analyze the direction and content of cooperation among local governments under the trend of intelligent society.The fifth part attempts to propose how to promote the arrival of cooperation among local governments in the form of intelligent society.The sixth part puts forward the idea of promoting coordination and cooperation among local governments,on the basis of this,it analyzes and predicts the difficulties of coordination and cooperation among local governments.In general,from the perspective of intelligent society,based on the theory of intelligent society,this paper attempts to make a new research and analysis on the cooperative cooperation among local governments.
