Research On The Public Security Governance Path Of Network Gambling

With the emergence and rapid development of computers and the Internet,while the network has profoundly changed the face of society,it has also brought new challenges to the governance of public security.Gambling has a long history in the process of human development.The development of the network has caused changes in gambling methods,gambling types,and gambling groups.The traditional methods of public security have shown many defects in the face of security problems brought about by network development.The public security organs are also struggling to achieve the expected results,which cannot effectively curb the development of online gambling.The single-strike main body of traditional online gambling and the mode of using combat as a means of governance appear to be incapable of facing the crime of online gambling,a form of gambling that relies on the Internet as a gambling tool.This paper attempts to compare online gambling with traditional gambling to find different points,and explore the possible problems of traditional gambling governance in the face of online gambling.To build a complete governance framework for existing problems,I hope that I can contribute a little to the innovation of public security work.The main part of this article is divided into four parts.The first part is an overview of online gambling.It sorts out the development history of gambling and the definition of online gambling.It divides online gambling into four types according to different forms,and the characteristics of the development of online gambling new era.The second part cites The four elements of criminal law,namely,subjective,objective,subjective and objective aspects,constitute elements of illegality.Compared with online gambling crimes and traditional gambling crimes,the conclusion is that online gambling and traditional gambling are only objective.The aspects are different,and then elaborated from three aspects: implementation,implementation space and implementation tools.The third part mainly analyzes the dilemma encountered in the governance of online gambling in China.The author believes that there are two main aspects: governance basis and governance model.Through the analysis and summary of the governance basis and governance status of online gambling,the current problems in the governance of online gambling in China are summarized.The fourth part draws on the governance experience of telecommunication network fraud,a mature cybercrime problem.Governance basis,governance subject and governance model Three aspects of the concept of online gambling law and order path governance.
