"Online" Response With "Offline" Governance

China's online interaction politics has been in operation for more than ten years,and online interaction politics has become a platform for people's orderly political participation.The online interaction politics in essence is an active and new behavior of political participation.It demonstrates the logic of cooperative governance in a cooperative society,and the governance effect has influenced the development of China's democratic politics.However,the current relevant practice only regards online interaction politics as an extension of e-government.It does not discover the main path of how to realize the function of democratic politics.Since the focus of the existing research is scattered,it is impossible to piece together the overall governance logic of online interaction politics,so it is necessary to use a complete chain to grasp the overall governance logic of online interaction politics.This article takes the governance logic of online interaction politics as the research purpose,integrates political science,public management and policy science and other fields,builds a theoretical model,uses the research methods of empirical analysis,qualitative comparative analysis,text analysis,social network analysis,and grounded theory to sort out and explore of China's online interaction politics governance logic.In general,as an important means of political democracy,online interaction politics can not only play a role in as a governance tool but should also become an important building factor in the democratic process.As a tool online interaction politics perform the fuction of online response to citizens' demands and service-oriented government offline.The role of its value attribute should be reflected in the combination of political consensus and combination the online interaction politics governance with the policy agenda.Only in the way that the public's demands in online interaction politics are reflected in the government 's policy agenda,can truly realize the role of online interaction politics in promoting democratic politics.Under the guidance of edemocracy theory,cooperative governance theory and policy agenda-setting theory,we first constructed a theoretical analysis framework of “online response—offline governance—policy agenda”,and explored the logic of online interaction politics around this chain.The main research contents are as follows:First,on a functional perspective deconstructed the structure of online interaction politics governance it is found that the quality of online response and the offline governance behavior are measures of the public services quality provided by the government,and direct affects the shaping of government image.A “Framework for Influencing Factors in the Coupling of Internet Government Administration" was constructed based on the existing literature.The objective data of the network inquiring platform was selected for empirical analysis,and the influencing factors were selected,qualitative comparative analysis method was adopted to explore the path of improving political effects.Secondly,based on the value goal of cooperative governance,the essential purpose of the online interaction between the government and the citizens is to reach a consensus,and product a high-quality policy results based on the consensus.In order to explore the production process of the consensus between the government and the public,the "value oriented—benefit pattern—negotiation way" is used as the analytical framework.Under the real scene of the interaction between the government and the public,the factors that affect the production of the consensus and the characteristics of the consensus are excavated and summarized.Thirdly,there is a difference between the online governance behavior and the traditional governance behavior,especially when the online consensus is not reached,the offline governance behavior is more likely to affect the government governance effect.In order to excavat the main problems encountered in China's offline governance,the method of social network analysis has adopted to analysis the typical governance cases of offline governance.Finally,focusing on the "policy agenda",the last link of the analysis framework of this paper,the purpose is to explore the distance between online interaction politics governance and policy agenda-setting.From the perspective of public cognition,the subjective effects of public participation in government-civilian interaction are collected through interviews,and the theoretical category is extracted using grounded theory to study the distance between China's online interaction politics affairs and policy agenda-setting.Based on the above research,the following research conclusions are drawn:First,"online" response,"offline" governance is the main governance structure of China's network governance.As a means of governance,online governance needs to improve the quality of online response and offline governance capabilities.First of all,at this stage,there are still some deficiencies in the online response behavior of Chinese government's network politics.Although the response efficiency can basically meet the requirements of the modern government,the quality of the response content needs to be strengthened and improved from three aspects,such as pertinence,concreteness and clarity.In particular,we should strengthen the public standard values of government administrators,improve the administrative literacy of staff and improve the quality and responsiveness of the government's online response.Secondly,the rise of civic awareness has brought about a huge demand for social governance,and the public's expectation of government governance in the Internet era has gradually increased.However,the research results show that the ability of our government to deal with multi-party conflicts needs to be improved,which shows that our government is facing the situation of insufficient supply and poor quality of supervision.Second,"online" dialogue and communication and "offline" multi-agent cooperative governance behavior jointly promote the consensus between the government and the public.Based on the online dialogue and communication between the government and the public,there are two types of consensus forms: the subject— interest consensus mode and the value consensus mode.Under the guidance of grassroots departments and the participation of multiple subjects,offline governance behavior is normative,which reflects the democracy and rule of law in the process of reaching consensus.Finally,the results show that there is still a long distance between China's online interaction politics affairs and policy agenda-setting from the perspective of public perception.Although the practice of online questioning does optimize the government's governance environment,and the public has a certain basis of recognition for the use of the platform,but the online interactive function is relatively short-lived.The substantive participation of the public in government interaction is still difficult,and the main function of the online interaction politics platform is to handle public appeals,the function of setting the policy agenda is relatively weak.In the future implementation of the online interaction politics,we must pay attention to dredging the obstacles from consensus to the policy agenda.The innovations of this research are as follows: first,it expands the research perspective of online interaction politics,breaks through the dynamic line of the combination of online and offline research,and breaks the existing fragmentation of online interaction politics research.Second,it empirically tests the process of reaching consensus of government and public through online interaction politics,and depicts the interaction process of government and public in real scenes from online and offline.Third,strengthen the research ideas from consensus to policy agenda,and demonstrates the positive role of the formation of consensus among government and people on the setting of policy agenda.Finally,from the perspective of research means,using a variety of methods to explore and analyze the logic of online interaction politics,and mining real data and other first-hand data,enrich the understanding of online interaction politics logic from multiple aspects.
