Study On The Evaluation Of The Effect Of Catastrophe Insurance Pilot In Guangdong Province

Catastrophe insurance mechanism is an integral part of Catastrophe risk management system with Chinese characteristics.Guangdong province which has natural disasters frequently,is an important economic center in China.The risk of serious natural disasters and man-made disasters with low frequency but high value make people's property and personal security face huge exposure,which seriously aggravates the financial risk of the entire society and the financial risk of the government.With Financial risk Catastrophe index Insurance,Guangdong Province has launched catastrophe insurance pilot program.The program is implemented to make sure government emergency response after disaster,disaster relief,restoration and rebuilt,and social assistance,and to prevent financial risks triggered by fiscal imbalance.Based on its own situation,Guangdong government decided to carry out catastrophe insurance as a trial and selected fiscal risk catastrophe index insurance.Since the implementation of the catastrophe insurance as a trial in Guangdong province,many problems have been exposed,such as the mismatch between insurance cost and insurance level,insufficient disaster financing function,lack of supporting policies,and insufficient insurance technology of domestic insurance institutions.If we do not take effective measures to deal with the problems that have been exposed,it will harm the people's interests such as people's property and personal security inevitably,and affect the government's high-level performance of public responsibilities,and slow down the sustainable development of the disaster insurance system in Guangdong Province in the future.In order to find a way to optimize the design of Guangdong Catastrophe Insurance System,we need to evaluate of the effectiveness of the implementation of the catastrophic insurance system comprehensively as well as find a way to improve the projects.Firstly,this study introduced the background,significance,content,method and research status in China and abroad through the introduction section,constructs the research framework of this article,and then expounds the relevant concepts and theoretical foundations through the second part.Secondly,this study evaluated the effect of the fiscal risk catastrophe index insurance in Guangdong Province from different aspects,including the origin of the system,the specific contents of the catastrophe insurance,financial expenditures,and compensation for losses.In order to obtain objective data for the study,we carried out the relevant questionnaires in City Shantou which is one of the cities as a trial for the catastrophe insurance.Thirdly,the paper established the evaluation index system of the implementation effect of the fiscal risk catastrophic index insurance in Guangdong province,uses the analytic hierarchy process to determine the weight of each index,and use the fuzzy comprehensive method to evaluate the effect comprehensively.And at last concludes that the implementation effect of the fiscal risk catastrophic index insurance in Guangdong province is at the general level.Finally,according to the empirical analysis results of this article and the objective data and policy implementation of the operation of the Guangdong Catastrophe Index insurance as a trial,it pointed out the achievements and existing problems in the implementation of the system,and put forward targeted countermeasures and suggestions.We will promote the improvement and sustainable development of Guangdong's catastrophe insurance system.
