An Investigation Report On The Implementation Effect Of The Regulations On Rural Poverty Alleviation And Development In Shanxi Province

In shanxi,poor counties account for 49.6 %,and the difficulty of poverty alleviation is obvious.In order to make shanxi's poverty alleviation work rule by law,one of the clear tasks in shanxi's "13th five-year" poverty alleviation plan is to issue Shanxi Province's rural poverty alleviation and development regulations.Finally,the regulation was successfully passed at the end of 2017,providing a legislative guarantee for poverty alleviation in Shanxi Province.However,the effectiveness of the Regulations in the implementation needs to be investigated.This thesis takes the form of a research report,control the rural poverty alleviation and development in Shanxi Province ordinance section structure,the research of data for poverty alleviation,using bar charts,pie charts,tables,etc.,summarizes the implementation of the regulations after the progress in poverty alleviation,more intuitive and clear understanding of the Shanxi Province after the implementation of the regulations of poverty alleviation and development work.To analyze the overall implementation effect and specific implementation effect of the regulations.The specific implementation effect mainly involves the following aspects: the government's fulfillment of main responsibility,the management of poverty alleviation objects,the implementation of various measures,the management of funds and projects,the supervision and assessment,and the accountability investigation.Through the analysis of the situation,Shanxi Province's poverty alleviation work has achieved significant decisive results in various aspects since the implementation of the Regulations,but there is still room for improvement.In order to better regulate the regulations for poverty alleviation work,provide the basis for shanxi quality out of poverty,The author found that the problems reflected in the implementation:inaccurate identification and withdrawal of poverty alleviation objects;the implementation of detailed responsibilities is not detailed;the connection between regulations,policies,and systems is inadequate;the project and fund management are not in place;Supervisory accountability provisions areinaccurate.In order to make the "Regulations" better standardize poverty alleviation work and provide a basis for high-quality poverty alleviation in Shanxi,the author looks for the reasons for the problems and combines the actual situation in Shanxi,and explore the countermeasures to improve the effect of the implementation of the regulations,to optimize the provisions of the main body for poverty alleviation and standardize the work of poverty alleviation and development;connect laws and regulations,policies and systems well;refine project fund management to ensure effective results;attach importance to law popularization and increase the active participation of poverty alleviation objects;supervise and refine assessments and investigate legal liability.To achieve the poverty alleviation subject has a clear code of conduct,the pro-poor people take the initiative to participate in poverty alleviation,the project is accurate,and the funds are used efficiently.To ensure that Shanxi's poverty alleviation work is successfully completed,.In the long run,the "Regulations" must be continuously revised and improved in a timely manner in accordance with the actual situation.For Shanxi's poverty alleviation practice,especially after full poverty alleviation in 2020,the "Regulations" must continuously and effectively play a guiding role.The "Regulations" should be continuously improved to provide legal guarantees for stable poverty alleviation,continued employment,and prevention of return to poverty.
