Research On Rural Self-building Supervision Of Shanghai Administration

Since 2004,China's central document No.1 has been focusing on agriculture,rural areas and farmers for the thirteen time in a row".The Central Committee of the Communist Party of China has accelerated the integration of urban and rural development as the core,providing a series of useful guidance and policies for rural construction and farmers' development.It has played an important role in promoting rural production and life,improving rural living environment,and speeding up the modernization of rural agriculture.Rural self housing construction is one of the main contents of the independent participation of farmers in the construction of new countryside.Farmers can share the fruits of rural economic and social development through new rural construction.However,due to the construction management of rural construction exists a more prominent issue,such as do not meet the planning and land use,excessive construction and not according to the drawings and construction team management deficiencies,poor construction quality,more than one house and not to build a new demolition of the old and so on,has great influence on the village and rural residential the environment and the construction of new countryside.The research on Shanghai City District villagers from the building management as the research object,from the existing problems in the management of housing,the main problems and reasons of Shanghai City reveal the villagers,and puts forward somepertinent suggestions and strategies can be implemented.The main body of this paper is divided into five parts.The first part is the definition of core concepts and related theories.The villagers from the building,the concept of village planning,public participation is defined,then carries on the analysis to the related theory combined with the contents of this paper,including the theory of participation in the new public management theory,government regulation theory and the public.The second part is the development of the villagers' self building in Shanghai.Firstly,the development situation of the analysis(including: homestead,homestead scale development mode development,approval and construction,development and development)analysis in Shanghai city(including: land development,land development approval mode),the last of the national and Shanghai development of the comparative analysis,we conclude that the two development the common character.The third part is about the existing problems and reasons of the management of the villagers' housing construction in Shanghai.Mainly introduces the Shanghai city village villagers housing problems(including problems,land use planning and other issues),analysis of the causes of the problems of the villagers from the building(including: overview and policy level influence,concept level effect).Through the relevant cases,data,materials to support,and more convincing,for the following Shanghai villagers from the housing management countermeasures to provide practical basis.The fourth part is the domestic and foreign villagers housing construction management experience and enlightenment.From the analysis of foreign and domestic and Shanghai experience that should be through the regulations,policies and regulations formulated,regulate the land,planning and building management;through scientific and rational development of village planning,guidance village construction and the villagers related since the building management implications for the city of Shanghai,villagers from the building of government regulation to further open thinking.The fifth part is about the Countermeasures of the villagers building management in Shanghai.From the play of public management and perfect the standard system,laws and regulations to develop multi way village villagers to resolve the housing demand policy,strengthen the implementation of government supervision put forward countermeasures of government supervision,eventually formed the Shanghai villagers from the building system management system.
