The Study Bout Party Consultation In Prefecture Cities Of Hubei Under The Great United Front

Party consultation under the leader of Chinese Communist Party in China is the negotiations between Chinese Communist Party and the other National parties for national fundamental policy through direct form.In February 2015,the CPC Central Committee issued "on the strengthening of socialist deliberative democracy construction opinions",for the first time to define "China party negotiation" clearly,and it is also listed as a form and channel system in the construction of socialist democratic system in our country,from the central to local governments continue to promote the implementation.This paper studies the current situation of political consultation in some cities and counties in Hubei Province,systematically analyzes and explains the enlightenment experience,current situation,predicament,problem attribution and development strategy and path of some political parties.Chapter One: introduction.It is divided into the background and significance of the topic,research status in china and abroad,research ideas and research methods,research innovation and deficiencies.Background: introduces the background and reasons of environmental topics;research significance: from two aspects of theory and reality,analyzes the significance of this research topic;research summary: describes the current research status of domestic and foreign scholars to the issue;research methods: This paper mainly introduces the summary of methods used in data collected earlier and later in the process of writing;innovation and deficiency: mainly stated in this paper in Hubei Province,the party and government,the innovation and research bottleneck.Chapter Two: the second chapter is the theoretical basis of the negotiation of municipal Party under the pattern of the great united front.On the one hand,the great united front and the political parties have made an overview of the theoretical part.On the other hand,the author makes an analysis of the internal connection and connection between the great united front and the political parties.Part of great united front structure introduction,this part explained the necessity,meaning and main characteristics of great united front pattern of political parties;the introduction part mainly expounds the connotation and development process,put forward political negotiation;fit analysis part of great united front pattern and parties,emphatically analyzes the internal relationship and influence of great united front and party pattern negotiation,such as construction of great united front structure makes the range of parties more widely,make its content more rich,and make its system more systematic and stable.Chapter Three: the third chapter discusses the current situation and difficulties in the negotiation of municipal Party committee under the pattern of the great united front.This chapter mainly introduces the current situation of municipal Party committee of Hubei Province,part of political consultation,combined with practical experience to make a summary and analysis,at the the same time,the author carried out and summarized the difficulties which behind the Hubei province municipal Party consultations,including consultation forms,the implementation of the outcome of negotiations,the limit of political party members for their own ability is need to be improved.Chapter Four: the fourth chapter,the reasons for the existing problems in the negotiation of municipal Party under the pattern of the great united front.Contact the above,the author takes Hubei Province as an example,analyzes the current municipal political consultative behind the reality of the plight of the three causes: the first reason is that the ruling party,the democratic parties,the staves of the Participating parties and other different subjects have deviation in the understanding of the parties;the second reason is that the function of the party negotiation is out of order,such as the outcome of negotiations can not meet the needs of reality,Party features is not obvious,the members of the democratic parties and democratic supervision for the negotiation ability through uneven functions subject aspects;the third reason is that party negotiation mechanism system is not perfect,such as the operation of negotiation system is not strong,negotiation forms is not complete,the negotiation process is not standardized etc.Chapter Five: the path choice of improving the negotiation of municipal Party committee under the pattern of the great united front.In order to solve the above dilemma and causes of the problems,the author puts forward three suggestions: the first suggestions is to increase the degree with attention of the parties,including the municipal Party committee to improve the willingness to negotiate and grassroots democratic parties to improve the two aspects of negotiation consciousness;the second suggestions is to strengthen the ability to participate in politics,mainly divided into two aspects of municipal Party committee for the Communist Party of China and the democratic parties;the third suggestions is to improve the political consultation system,the main issue is to improve the proposed of the system,negotiation procedure system and the feedback system,to promote the implementation of the negotiation of municipal Party committee under the pattern of great great united front.
