Non-public economy is an important part of socialist market economy.To promote the high-quality development of non-public economy is the basic requirement of socialism with Chinese characteristics in the new era.At present,the development of non-public economy is facing many difficulties,and there are some negative and skeptical opinions in the society.The central and local governments at all levels attach great importance to the development of the non-public economy.General secretary Xi Jinping reiterated the "two unwavering" and "three no changes" to boost confidence in the development of the non-public economy.As the most extensive political alliance of all social strata,the United Front serves the development of non-public economy and helps non-public enterprises to solve practical difficulties.Over the years,the United Front Department of Dongying City has done a lot of work to serve the development of non-public economy.The main measures are to promote the introduction of supporting policies,provide service guarantee for enterprises,train non-public economic personnel,guide the transformation and upgrading of non-public enterprises,guide non-public enterprises to fulfill their social responsibilities etc.These measures have achieved certain effect and made contribution to the development of non-public economy in Dongying City.While affirming the achievements,it is undeniable that the United Front Department of Dongying still has many problems in serving the non-public economic development.The main problems are: the implementation of preferential policies led by the United Front Department is difficult,some non-public enterprises have low enthusiasm to participate in the activities of the United Front Department,the effectiveness of training non-public personnel by the United Front Department is not obvious,and the United Front Department has not made enough efforts to introduce and use talents.The existence of these problems,to a large extent,hindered the United Front Department of Dongying City to serve the non-public economic efficiency,and reduced the sense of enterprise acquisition.In order to further improve the measures of the United Front Department in Dongying City to serve the development of the non-public economy and promote the development of local economy,this paper analyzes the causes of the problems existing in the service of the United Front Department in Dongying City to the development of the non-public economy,and proposes the reasonable construction based on the experience of the domestic advanced regions.The main causes of the problems are as follows: the way of the United Front Department serving the development of non-public economy is limited,the system and mechanism of serving the development of non-public economy is not perfect,the service level of the staff of the united front and other departments needs to be improved,the education and training system of non-public persons led by the United Front Department has not been formed,and the United Front Department's participation in the party building of non-public enterprises is not enough.In view of the problems existing in the service of the United Front Department in the development of the non-public economy in Dongying City and the causes of the problems,this paper puts forward specific improvement measures.There are mainly five aspects: guiding the United Front objects to make good use of the platform for participating in the political discussion,promoting the establishment and improvement of the system and mechanism for serving the development of the non-public economy;United Front departments to do a good job in liaison service,strengthening the contact between the non-public enterprises and the Party committee and government;giving full play to the advantages of talents in the United Front,helping enterprises to introduce and make good use of high-end talents;actively participating in the party construction of non-public economic organizations,giving full play to it The leading role of Party construction;do a good job in the United Front Work of non-public figures,and strengthen the education and training of non-public figures.
