The concept of honesty emerged with the demand of early human beings for orderly survival,and people agreed that only mutual integrity can be sustained and orderly survival.As a principle,honesty first appeared in the field of private law,and Germany should be the first to apply it in the field of public law."Power for the people",that is,the power of the government can only be used for the benefit of the people,loyal to the people should be the highest belief of the government.But loyalty is a state of mind that is difficult to assess with quantitative indicators.Due to the government's lack of "honesty" in the implementation of government affairs,the government's behavior is largely arbitrary,and the dishonesty in government affairs can be seen everywhere,resulting in the current situation that the government's credibility is greatly reduced.How to change this situation,first of all,the principle of good faith must be explicitly incorporated into one of the principles in the administrative law,and the principle should be used to guide and regulate the government's administrative behavior,so as to build a government credibility system with Chinese characteristics.This paper is divided into three parts to discuss the application of the principle of good faith in the construction of the system of good faith in government affairs.The first part is the internal relation between the principle of honesty and credit of administrative law and the construction of political integrity.The principle of good faith in administrative law is a kind of restriction and restriction on administrative subject in administrative law.The principle requires the administrative subject to carry out administrative ACTS with good intentions,pay attention to the interests of the people,be loyal to the people and govern for the people.Government integrity,it also requires the government and its staff in the implementation process of government not to deceive people,not to break the contract,uphold integrity.It can be seen that both of them require the administrative subject to deal with affairs justly,handle affairs justly,and follow the moral principle of honesty and trustworthiness.The second part mainly explains what are the main problems of political honesty in our country? And why do these problems exist? The second part mainly focuses on these two topicsThe third part focuses on following the principle of good faith and constructing the system of good faith in government affairs with Chinese characteristics.As public affairs have permeated all aspects of social life,the intervention of executive power has become increasingly extensive and complicated.It is no longer objective on the one hand,nor can it be achieved on the other.In this case,there must be a principle to regulate both the external behavior of the executive and the goodwill of the executive.And this principle can only be the principle of good faith,because only the principle of good faith contains both law and morality,which is not possessed by any other principle,so only the principle of good faith can enable the executive to perform their duties faithfully,in order to realize the government credibility.
