Research Of Community Policing Problems And Countermeasure In Huhhot

Community policing is the mainstream mode of policing reform in the contemporary world.Community police construction is aimed at improving the overall efficiency of police construction.It relies on the masses in the community,unites all government departments and grass-roots social forces to prevent crimes,provides more comprehensive services to the masses,and is a solid guarantee for maintaining social stability.Therefore,with the rapid development of China's society today,it has profound theoretical and practical significance to improve and reform the traditional police mode and strengthen the research of community police construction.In this paper,through empirical investigation and theoretical analysis,literature research method,investigation method,comparative method and case analysis method are combined to expound the relevant concepts and theories of community policing,so as to provide a foundation for the follow-up study on the construction of community policing in Hohhot.Then,this paper summarizes the concept of community and community policing mechanism,summarizes the principles of community policing and the differences with traditional policing,based on community policing theory;"Broken window theory";Theory of three-level crime prevention;The theory of public security prevention and control and the theory of police public relations,the construction of community police in Hohhot city was studied.This paper summarizes the achievements of community police construction in Hohhot.At the same time,the problems such as imperfect police information collection,imperfect population management,inadequate police service,and poor prevention and control of preventable criminal cases are put forward,and the reasons that seriously restrict the construction of Hohhot community police force are analyzed.The information collection work is not reasonable,the mechanism is not perfect,to has the population management not to uniteeach party strength to complete,the crime prevention network has not united each main body to play the role,serves the populace the consciousness is not strong.Put forward the targeted countermeasures for the construction of the reform: the intelligence information to improve the quality of information,combat and prevent perfect social security prevention and control system on the basis of the theory of tertiary prevention,population change management concept and management mode to improve the level of actual population management,the establishment of a social security prevention and control management mode,practice of police services into the community,the community policing theory police improve the service consciousness of the masses and level.Therefore,combined with the existing problems of community police construction in Hohhot,we should strengthen the joint efforts of community prevention and control forces and create a good community security order.At the same time,we will improve the allocation of police and police materials at the grass-roots level,raise the service awareness of the police,build a comprehensive public security prevention and control system,and promote the better development of community police in Hohhot.
