Research On The Construction Of Traffic Policing Model For Traffic Police System

Throughout history, the police function localization transformation is closely related withgovernment function transformation. And at this stage, the all-round construction ofservice-oriented government is the basic goal of our country government function transformation,as part of the government departments, the public security organs will also change accordingly,by the management of police to service policing in the direction of the shift. In the present, as thetransformation of the government is in progress, the research of a service-oriented policingmodel is imminent. When building a service-oriented government in our country is activelyexploring, there are also corresponding practice on constructing service-oriented policing aroundour country, and they achieved remarkable results. Especially in recent years, the reform ofpolice are focused on serving the society, the guiding ideology of "state police for public, lawenforcement for the people" is established, the relationship between police and the public isimproved, and the image of the police is promoted. But in the process of the reform, there arealso a series of problems, such as too many non police activities occupy too much policeresources, there is no clear legal provisions about the responsibility and authority of the police,the one-sided understanding of service consciousness weakened the law enforcement effect, theorganization structure of the public security organ did not comply with the pattern shift, etc. Allthese problems need to be constantly improved in the practice and research of service-orientedpolicing.This article mainly uses four research methods which are literature reading, socialinvestigation, case analysis and system analysis. First, analyze the building of "service-orientedpolicing" in the framework of the "service-oriented government", emphasize the importance of"service-oriented policing" which as part of the government public administration. Second, underthe guidance of supervisor, make full use of my own professional advantage, combined withwork experience in the traffic safety management, make in-depth investigation according to thespecific condition of the current implementation of service-oriented policing, and provides areliable source of information for this article by visiting the masses and the police, consultingrelated references, thus to understand the problems in the process of China’s "service-orientedpolicing service ". And provide reference for the reform of policing pattern for the next step byanalyzing the cause of problem and the obstruction of development. Third, by reading literature,summarize the mature theory of service-oriented policing in contemporary world, and form thetheoretical basis for this article. Finally, combining the pilot implementation of our local servicepolicing, describe the background of pilot work, success and problems, put forward the feasibility of ideas and measures of perfecting service-oriented policing service.According to the research, this paper propose that the basic thoughts of buildingservice-oriented policing service is policing service modernization, policing service legalization,policing service socialization, and policing service democratization. Policing servicemodernization is the problem which involved in all-round development and progress ofservice-oriented policing service, including the unification of the modernization of concept,regulation and material. Policing service legalization refers to the right of the police governanceissues, including comprehensive improvement of the level of legislation, law enforcement andlaw-abiding of police. Policing service socialization and policing service democratization isinvolved in the problem of scientific and reasonable allocation and utilization of resources ofpolice. Policing service socialization refers to the transformation of policing activities fromoccupation type to non occupation type, thus to carry out autonomy of part of the police.Policing service democratization means that the professional policing activities require theparticipation of the masses and the social organization in the aspect of policing servicedecision-making, policing service management and policing service supervising.The innovation of this article is that, to build a service-oriented policing need to correctlyunderstand the relationship between service and violent of police. That means building aservice-oriented policing cannot be separated with the police force and violence, fundamentally,the police public law enforcement is the way to serve the society. The public security organsshould be guided by the concept of citizen standard, social standard, to provide high qualitypublic service to the whole society, preserve good social order, and thus provide goodenvironment for economic and social development. There are two deficiencies in this article, oneis, there is no unified definition in the theoretical circle yet of the "service-oriented policingservice", and the theory of service-oriented policing service in this paper is just the author’sprivate opinions by studying the domestic and foreign scholars’point of view. In consideration ofthe author’s limited proficiency, it’s hard to avoid deviation and insufficiency. The other one is,this paper selected the implementation of service-oriented policing service in rizhao trafficsystem, while collecting materials as complete as possible, but it’s still hard to look at problemsall-inclusively in the research.There are six chapters in this paper. The first chapter is the introduction, which mainlydiscussed the research significance and research purpose of this topic, analyzed the relativebackground of building a service-oriented policing, and confirmed the research methods,direction and train of thought. The second chapter is a theoretical analysis, which mainlyanalyzed the concept of service-oriented policing, enumerated theme-related theories and the influence. The third chaper is the experience of building service-oriented policing model at homeand abroad. By listing the experience of building service-oriented policing model at home andabroad, it is concluded some revelations of building service-oriented policing model.The fourthchapter discussed the exploration of building service-oriented policing model.This chapteranalyzed the effect of service-oriented policing in the traffic police system of Rizhao city. Thefifth chapter discussed the problems and their causes in building service-oriented policingservice, which mainly combined with the practical experience from domestic and Rizhao trafficpolice system. In Chapter six, the measures of the development of service-oriented policing is toaccomplish the modernization, legalization, socialization, and democratization of policingservice. And by the concrete measures such as reform of police system, the construction oflimited police, the third party policing, the introduction of civilian police, improving theperformance evaluation, perfecting the laws and regulations, explored the way to theImplementation of the service-oriented policing service building.
