Study On The Evaluation Mechanism Of Intellectual Property Legal Talents

With the advent of the era of knowledge economy,economic globalization and the continuous development of information technology,intellectual property rights have become more and more the core elements of national competitiveness.However,the acquisition,application and protection of intellectual property rights can not be separated from intellectual property legal talents,and we must pay close attention to them.Establishing a scientific and effective mechanism for evaluating intellectual property legal talents is the first step in respecting and making good use of intellectual property legal talents.It also aims to maximize the vitality and enthusiasm of talents and effectively enhance the level of intellectual property legal services.We will speed up the building of a society governed by the rule of law and a powerful intellectual property right in the new era.First,this paper defines intellectual property legal talents.Intellectual property legal talents are complex talents with solid legal expertise,good political literacy and professional ethics,and excellent professional skills to solve problems in intellectual property legislation,judicial and law enforcement work practices.It is mainly divided into practical intellectual property law talents and theoretical intellectual property law talents.Secondly,the evaluation index system of intellectual property legal talents is constructed.Specifically,it includes five primary indicators of basic theoretical knowledge,professional skills,political quality,professional ethics,and other comprehensive qualities,and is further subdivided into 17 secondary indicators.Each indicator has set four evaluation criteria.Then the evaluation model is established by AHP,and the final weight of the index is determined according to the average value of the expert score.Finally,the procedure of intellectual property legal talents evaluation is clarified.By innovating multiple evaluation subject systems such as unit evaluation,industry evaluation,social evaluation,market evaluation,government evaluation,and self-evaluation,a fair,fair,and transparent evaluation process is established,and the evaluation results are eventually applied to all aspects of intellectual property legal talent management.
