The country is promoted with the person, the government to governance, human factor is the most important, the most active in all kinds of work. Will enrich the various social talents to the party and government cadres of Party and government cadres, is conducive to improving the structure of the party and the government, and improve the management of economic and social ability. At present, cadres in Liaoning Province in the introduction of excellent social talents, faces many problems, for example:the ideological level problem, channel problems and corresponding supporting training, assessment measures. Therefore, the need for further research, to develop a reasonable selection of society talents scheme, reform and improve the cadres selection system of Liaoning Province, according to the actual demand, improved to broaden the selection of channels, and to establish the corresponding mechanism of talent cultivation, talent incentive mechanism, talent assessment evaluation mechanism.This paper discusses the meaning of the selected topic background and the research, elaborated the country into the leading cadres of Party and government team working on social talents attaches great importance to, the society of outstanding talents to enter the party and government leading cadres of the situation, the present situation of Party and government leading cadres team into the social work talents, there are plans to put the suit in social talents to absorb a party and government leading cadres the team, has the vital significance. Clearly defined the concept and connotation of social talents, fully expounded the social relationship between talents and leading cadres of the party and government, consolidate development between national team. The article deeply problems directly to the society of outstanding talents to enter the party and government leading cadres work to carry on the elaboration and the analysis.
