Xinjiang pastoral areas have long been ignored by the academic community.Xinjiang has a unique and complex context, both in terms of political environment, historical background, ethnic relations, and more specific, complex and hot social issues. On the other hand,in the past, nomadic research has the essence of nomadism,or too concentrated from top to bottom to sort out the discussion of the process of national modernization for the transformation of pastoral areas, while ignoring the persistence of “locality” and “diversity” in pastoral society interaction with the state.Possible.Taking the field investigation of the Bortala pastoral area in Xinjiang as an example, the author explores the local Mongolian and Kazakh herdsmen who are on the border of Kazakhstan. When they face the transformation of the country's discourse, how to actively play differently by exerting their own initiative.Cultural re-creation in the historical time and space. This paper analyzes how the local Mongolian and Kazakh herders recreate the “habitation place” under a series of transformations(the grazing prohibition policy, the border protection policy, the beautiful rural construction, etc.)under the border of the Bortala border area in Xinjiang..On the one hand, the national policy and the modern market reconstruction of pastoralists “grassland homes” have shaken the local “nomadic” community ties.On the other hand, the herdsmen themselves have joined the process of rebuilding their homes, which has enabled “nomadic” to continue.Tim Ingold's theory of habitation and Wang Mingxi's "Boundaries,Movements, and Choices" attempt to present another possibility of the classic issue of local and national conditions in the context of pastoral transformation.
